SUMMARY
Creation of CIP project 60086 for an access driveway to the surface water treatment facility and the west side of the Municipal Operation Center using savings from the Surface Water Treatment Facility Project 60015, and authorizing related FY2023 budget amendments.
Recommendation
Approve the creation of CIP project 60086 to complete an access driveway to the surface water treatment facility and the west side of the Municipal Operations Center, and authorize related budget amendments. (Barbara Chappell, Deputy Public Works Director)
FISCAL IMPACT
Establish CIP Project 60086 Municipal Operations Center Driveway in the amount of $2,500,000. Funding for the surface water treatment facility and the west side of the Municipal Operations Center driveway will be from water operating fund balance related to savings realized from Project 60015 Surface Water Treatment Facility.
BACKGROUND AND PREVIOUS ACTIONS
During design of the surface water treatment facility, associated pipelines, and pump station efforts were made to reduce the cost of the project during a time of high uncertainty for construction costs. The access driveway was one of the items that staff decided not to construct during this process. While not optimal, access could be gained through the use of the existing east side driveway through the facility which has presented access and safety issues due to the higher volume of vehicles on Estrella Parkway.
STAFF ANALYSIS
Now that the surface water treatment project is complete, staff worked with the design-build team to get pricing for installing the access driveway. It was determined that it could be constructed with the savings on the project, and the Municipal Operations Center would also benefit from an alternative access on the west side of the facility staff is seeking to create a project to complete the driveway.
