SUMMARY
Amend the By-Laws for the General Plan Committee.
Recommendation
Amend the 2022 General Plan Committee By-Laws and update the terms of the members appointed to the General Plan Committee to end upon referral of the General Plan to the voters. (Darcie McCracken, City Clerk)
FISCAL IMPACT
There is no fiscal impact to this Council action.
BACKGROUND AND PREVIOUS ACTIONS
City Council adopted Resolution No. 2022-2240 establishing the General Plan Committee. At the same meeting, April 18, 2022, Council adopted By-Laws for the Committee. After additional discussions, it was determined that the members of the Committee would serve until the City Council refers the General Plan to the voters (page 1 of the By-Laws). Additionally, after working through the steps to appoint members, it was determined that Council should have the ability to recommend the appointment of an Ex-Officio member. The recommendation is to add on page 2, "Section 4(D) An Ex-Officio Member: Council may appoint an Ex-Officio member. The Ex-Officio member shall act in an advisory capacity to the Committee and shall not be a voting member."
To comply with the Citizen Committee Appointment Process previously adopted by Council, Article IV, Section 5(E) on page 3, should be amended to "not be voting members on more than two boards, commissions or committee".

STAFF ANALYSIS
The changes recommended for the General Plan Committee By-Laws will allow staff to provide additional information to the committee, be in tandem with other previously approved Council documents and terminate the Committee upon referral of the General Plan to the voters.
The General Plan Committee is just one opportunity for the public to engage on the General Plan. In the coming months, there will be multiple additional opportunities for the citizenry to offer their input.
