| SUBJECT: | APPROVE PLANS AND SPECIFICATIONS AND AWARD CONTRACT TO ONYX PAVING COMPANY, INC., FOR CONSTRUCTION OF ANNUAL RESIDENTIAL STREET REHABILITATION AND SLURRY SEAL PROJECT, FISCAL YEAR 2018-2019

RECOMMENDATION:
That the City Council:
A. Approve Plans and Specifications for the Annual Residential Street Rehabilitation and Slurry Seal Project, Fiscal Year 2018-2019, City Project No. 8-R-18; and
B. Award a construction contract for the Annual Residential Street Rehabilitation and Slurry Seal Project, Fiscal Year 2018-2019, City Project No. 8-R-18 to Onyx Paving Company, Inc., of Anaheim, California, in the amount of $722,000 and reject all other bids; and,
C. Authorize the City Manager to execute an agreement with Onyx Paving Company, Inc., in the amount of $722,000 and authorize staff to issue a purchase order to Onyx Paving Company, Inc. of Anaheim, California, in the amount of $866,400, which includes a 20 percent contingency.
DISCUSSION:
The Annual Residential Street Rehabilitation and Slurry Seal Project, Fiscal Year 2018 - 2019 (Project) consists of mobilization, preparation and implementation of storm water "best management practices," traffic control, roadway slurry seal, localized pavement reconstruction, pavement mill and overlay, reconstruction of pedestrian curb ramps, curb and gutters, installation of new traffic signal loop detectors, new striping and pavement markings, and all associated work as identified on the construction drawings. Overall, the project will slurry seal approximately 256,500 square feet of residential streets and will grind and overlay approximately 160,000 square feet of asphalt pavement on various City streets as indicated on the attached aerial map.

Staff reviewed the submitted bids and found the bid from Onyx Paving Company Inc. (Onyx) to be the lowest and most responsive bid. Onyx's bid in the amount of $722,000 was slightly lower than the engineer's estimate of $735,000. Onyx recently completed a similar project for the City of La Habra and their work was found to be satisfactory. In addition, Onyx has completed similar projects for the cities of Anaheim, Downey, and Desert Hot Springs. Staff found no record of excessive change order requests by Onyx, and they currently maintain a valid Contractor's License.
FISCAL IMPACT/SOURCE OF FUNDING:
This project is included in the Fiscal Year 2022-2023 Capital Improvement Program (CIP) with a total available budget of $923,991 ($660,487 Gas Tax and $263,504 Measure M2). There are sufficient budgeted funds available to cover the construction costs, inspection services, and material testing expenses associated with this project; therefore, no additional appropriation is requested at this time.
