APPROVE ISSUANCE OF A PURCHASE ORDER FOR EMERGENCY STORM DRAIN REPAIRS AT DORWOOD AVENUE TO VALVERDE CONSTRUCTION, INC IN AN AMOUNT UP TO $500,000.

RECOMMENDATION:


That the City Council
A. Authorize staff to issue a purchase order in an amount up to $500,000 for emergency storm drain repairs on Dorwood Avenue to Valverde Construction, Inc.; and,

B. Appropriate $500,000 of General Capital Projects fund balance for emergency storm drain repairs.

DISCUSSION:

On Friday, January 13, 2023, City staff were notified of a severe depression in the roadway on Dorwood Avenue. Staff responded to the location and as they began removing asphalt to evaluate the damage and make repairs, they discovered a large sinkhole underneath the depression. The City's Street Division personnel completed temporary repairs to the area in preparation for a heavy rainstorm that was forecast to arrive later that week. On Saturday, January 14, staff inspected the temporary repairs and found that the sinkhole had reappeared. Staff conducted an additional assessment of the damage and determined that the existing 60-inch corrugated metal pipe (CMP) storm drain pipe underneath Dorwood Avenue had failed, leaving a void of approximately 10 feet by 12 feet under the roadway. Staff, using camera equipment, inspected the entire storm drain pipe on Dorwood Avenue between Gwynwood Avenue and Sandlewood Avenue. It was determined that the flow of storm water received as a result of heavy rainstorms caused damage to the pipe resulting in the sinkhole. The storm also washed out all the temporary repairs that were previously made by staff.

In order to ensure the proper flow of storm water, protect surrounding private property from damage and restore vehicle access to Dorwood Avenue, staff determined that emergency repairs were needed and received authorization from the City Manager to retain Valverde Construction, Inc. (Valverde).  Valverde was tasked to perform emergency repairs and to replace the damaged section of 60-inch storm drain pipe, along with making repairs to the road and repairs to the damaged water utility system. To do so, Valverde removed the surface over the damaged section of storm pipe and re-lined a 70-foot section of pipe. They then repaired the damaged street section using 1-sack concrete slurry and permanent pavement. The storm pipe has a remaining 275 feet section that also sustained some damage. This portion of pipe will be repaired by replacing the damaged sections with new pipe segments. Some sections will need re-aligning as the new pipe that will be installed will not properly fit the older sections of pipe. Emergency repairs started in January and are expected to be completed in April, weather permitting.

As a result of the damaging nature of the unusual storm activity in California this year, the state and federal governments have declared states of emergency and disaster for California, which will help provide access to funding to address storm related impacts and damage repairs. Staff has already submitted an application to Caltrans/Cal OES for reimbursement for the emergency repairs made on Dorwood Avenue related to recent storm activity.

FISCAL IMPACT/SOURCE OF FUNDING:

If approved by Council, $500,000 in funding will be made available for emergency repairs to Dorwood Avenue as a result of the storm drain failure, to be appropriated from available General Capital Projects Fund balance. If the City's application for disaster funding reimbursement is approved by Caltrans/Cal OES, the City's expenditures for these emergency repairs may be reimbursed at a future date.
