APPROVE PLANS AND SPECIFICATIONS AND AWARD CONTRACT TO F C AND SONS ROOFING, INC. FOR CONSTRUCTION OF ROOF REPLACEMENT AT PARK LA HABRA MOBILE HOME, 1731 WEST LAMBERT ROAD, LA HABRA, CITY PROJECT NO. 3-B-23 (FISCAL YEAR 2022 - 2023)

RECOMMENDATION:


That the Housing Authority:
A. Approve Plans and Specifications for Roof Replacement at Park La Habra Mobile Home, 1731 West Lambert Road, La Habra, City Project No. 3-B-23 (FY 2022-2023);

B. Award a construction contract for Roof Replacement at Park La Habra Mobile Home, 1731 West Lambert Road, La Habra, City Project No. 3-B-23 (FY 2022-2023) to F C and Sons Roofing, Inc. of Bell Gardens, California, in the amount of $239,600 and reject all other bids;

C. Authorize the Executive Director to execute an agreement with F C and Sons Roofing Inc in the amount of $239,600 and authorize staff to issue a purchase order to F C and Sons Roofing, Inc. in the amount of $287,520, which includes a 20 percent contingency; and,

D. Approve the reallocation of $155,073 from capital project funds previously budgeted for the Park La Habra Playground Design and Installation Project in order to fully fund the proposed Park La Habra Mobile Home roof replacement project and budget, in the amount of $315,073 (La Habra, City Project No. 3-B-23 FY 2022-2023).

DISCUSSION:

The proposed roof replacement project at the Authority owned Park La Habra mobile home park, located at 1731 W. Lambert Road, City Project No. 3-B-23 (FY 2022 - 2023), consists of the removal and replacement of the existing roof system at a building that houses the community clubhouse, the on-site manager's office, and a laundry room. The Project entails removal and disposal of the existing roofing system and the complete installation of a new roof system which includes: roof vents, roof jacks, underlayment, asphalt shingles and drip edging; the replacement of wood roof decking and wood roof members as needed; new fascia board, new rain gutters, and associated work in accordance with plans and specifications. 

On Wednesday, September 6, 2023, at 3:00 p.m., the City received three (3) bids with the following results:

The apparent low bidder was Commercial Roofing Systems, Inc. at a total bid of $198,195; however, on the following day (September 7, 2023) Commercial Roofing Systems informed the staff that there was a mistake in their bid, and withdrew their bid. Staff consulted with the City Attorney's office who advised that, per Public Contract Code Section 5103, a bidder may withdraw their bid if a mistake was made and the bidder gave the public entity written notice. As a result, the bid for Commercial Roofing Systems was formally withdrawn. Staff then reviewed the next lowest bidder's bid and found the bid from F C and Sons Roofing, Inc. to be responsive. Staff checked F C and Sons Roofing, Inc.'s references and found that they have satisfactorily completed similar roofing projects for various schools, such as the Earlimart School District, Riverside County Superintendent of Schools, and Occidental College. Additionally, staff found no record of excessive change order requests by F C and Sons Roofing, Inc, and they currently maintain a valid State Contractor's License. Therefore, staff recommends awarding a contract to the second-lowest responsive bidder, F C and Sons Roofing, Inc. in the amount of $239,600.  

FISCAL IMPACT/SOURCE OF FUNDING:

This Project is included in the Fiscal Year 2023-2024 Capital Improvement Program (CIP) with a total adopted budget of $160,000 from Mobile Home Park funds. Due to higher than anticipated costs for this project, staff is recommending that the Authority approve the reallocation of $155,073 of previously approved Mobile Home Park capital funds set aside for the Park La Habra Playground Design and Installation Project to fully fund this proposed roofing project. Although staff is recommending the reallocation of Mobile Home Park capital funds from the future playground project for this roofing project, staff anticipates that there will be sufficient future year Mobile Home Park funding to re-budget for the playground project at Park La Habra.

If this reallocation of capital projects funding is approved by the Housing Authority, the revised total project budget will be $315,073, as detailed below:
