| SUBJECT: | APPROVE ACCEPTANCE OF THE ALCOHOL BEVERAGE CONTROL (ABC) GRANT FUNDING IN THE AMOUNT OF $23,600

RECOMMENDATION:
That the City Council approve the acceptance of $23,600 in Alcohol Beverage Control (ABC) Alcohol Police Partnership (APP) FY 2024-2025 grant funding from the State of California for the enforcement of ABC laws within the City of La Habra.
DISCUSSION:
The City of La Habra currently has 138 establishments licensed to sell or serve alcohol. These include retail stores that sell alcoholic beverages, as well as bars and restaurants that serve alcoholic beverages. Alcohol-related crime continues to be a problem in the City of La Habra and in surrounding communities.
Staff in the Police Department prepared an ABC grant application in April 2024 requesting funding for additional enforcement efforts designed to address alcohol-related violations. If approved by Council, this funding will provide for officer overtime hours to conduct ABC operations, as well as training for the ABC Grant Coordinators.
In June 2024, the Police Department was notified that the grant application was approved by ABC in the amount of $23,600. Although the Police Department has previously applied for this grant, this is the first time in nearly a decade that this grant was approved for the City of La Habra.
ABC has provided the following goals and objectives for the grant funding:

- Conduct at least two (2) Minor Decoy Operations.
- Conduct at least one (1) Shoulder Tap Operation, including a Statewide Shoulder Tap Operation.
- Conduct at least one (1) IMPACT (Informed Merchants Prevening Alcohol-Related Crime Tendencies) Operation.
- Conduct at least two (2) Undercover Operations at bars to ensure that compliance is occurring at an ABC-licensed facility.
- Conduct at least three (3) General Enforcement Operations, designated as "Roving Party Patrols," to address underage drinking.
- Conduct at least three (3) Special Event Operations designated to address unpermitted and illegal vending at special events, such as the Corn Festival, Citrus Fair, and Tamale Festival.
- Provide at least four (4) press/social media releases on grant enforcement activities to increase public awareness of the City's proactive efforts.
- Purchase undercover camera/recording equipment through grant funding.
- Arrange for Police Department staff to attend the 2024 ABC APP conference in Sacramento, CA.
FISCAL IMPACT/SOURCE OF FUNDING:
There is no fiscal impact to the General Fund as funding for this proposed program is reimbursable through the grant and there is no local match requirement.
