| SUBJECT: | APPROVE AN AGREEMENT WITH THE CITY OF SANTA ANA FOR REIMBURSEMENT OF COSTS RELATED TO HOMELAND SECURITY TRAINING FOR THE FISCAL YEAR 2023 URBAN AREAS SECURITY INITIATIVE (UASI) GRANT

RECOMMENDATION:
That the City Council approve and authorize the City Manager to execute an agreement with the City of Santa Ana for reimbursement of costs related to Homeland Security training as outlined in the Fiscal Year 2023 Urban Areas Security Initiative (UASI) grant from September 1, 2023, through May 31, 2026.
DISCUSSION:
The Homeland Security Grant Program (HSGP) is one tool among a comprehensive set of measures authorized by Congress to help strengthen the nation against risks associated with potential terrorist attacks. The HSGP is comprised of three interconnected grant programs:
- State Homeland Security Program (SHSP)
- Urban Areas Security Initiative (UASI)
- Operation Stonegarden (OPSG)
The UASI Grant provides, among other features, funding and/or reimbursement for equipment and first responder terrorism-related training throughout Orange County. The following are Homeland Security Grant Program Priorities:
- Build, sustain, and deliver core capabilities in order to achieve the National Preparedness Goal of a secure and resilient Nation. HSGP funded investments must have a nexus to the deterrence of terrorism.
- National areas for improvement identified in the 2023 Notice of Funding Opportunity include:
- Enhancing the protection of soft targets/crowded places
- Enhancing cybersecurity
- Enhancing information and intelligence sharing and cooperation with Federal Agencies
- Combating domestic violent extremism
- Enhancing community preparedness and resilience
- Enhancing election security
- Enhancing cybersecurity
- Enhancing information and intelligence sharing and cooperation with Federal Agencies
- Combating domestic violent extremism
- Enhancing community preparedness and resilience
- Enhancing election security
- Investment strategy areas and enduring needs include:
- Effective planning
- Training and awareness campaigns
- Equipment and capital projects
- Exercises

- Address gaps identified through the annual State Preparedness Report in achieving capability targets set through the annual Threat and Hazard Identification and Risk Assessment.
Under the HSGP, the cities of Anaheim and Santa Ana are responsible for the management and administration of the UASI Grant Program within the Orange County Metropolitan Area. Known as the Anaheim/Santa Ana UASI (ASAUASI), the two cities alternate the lead agency role each year, with Anaheim taking the lead role in even numbered years and Santa Ana taking the lead agency role in odd numbered years.
The current UASI Grant being processed is for Fiscal Year 2023 and is being administered by the Santa Ana Police Department's UASI office. Staff has prepared the Fiscal Year 2023 UASI agreement for City Council's consideration. If approved by City Council, several La Habra police officers will have the opportunity to participate in Homeland Security Training Programs during this period. Such training will include: Tactical Emergency Casualty Care for Law Enforcement; Immediate Action Team Refresher; Crowd Control; and Unified Response to Active Shooter Incidents. All training will be presented and reimbursed by ASAUASI.
FISCAL IMPACT/SOURCE OF FUNDING:
The total amount allocated to the entire Anaheim/Santa Ana Urban Area for the Fiscal Year 2023 UASI is $5,113,750. The City of La Habra is one of 34 cities that comprise the Anaheim/Santa Ana Urban Area under the Fiscal Year 2023 UASI grant. Reimbursement guidelines for equipment purchases or for training reimbursement are governed by the provisions outlined in the attached Fiscal Year 2023 UASI agreement.
