| SUBJECT: | APPROVE ACCEPTANCE OF FUNDING FOR THE CALIFORNIA DEPARTMENT OF SOCIAL SERVICES FOR THE CITY OF LA HABRA GENERAL CHILD CARE PROGRAM FOR THE 2024-2025 FISCAL SCHOOL YEAR

RECOMMENDATION:
That the City Council:
A. Approve and authorize the City Manager to accept the CCTR 4195-00 Agreement with the California Department of Social Services for the 2024-2025 Fiscal School Year in the amount of $3,382,871; and
B. APPROVE AND ADOPT RESOLUTION NO. CC 2024-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE SUBMISSION OF A CONTINUED FUNDING APPLICATION FOR GENERAL CHILDCARE SERVICES WITH THE CALIFORNIA STATE DEPARTMENT OF SOCIAL SERVICES.

DISCUSSION:
The La Habra Child Development program began in 1974 to provide children with a positive, nurturing experience in a safe, supportive, and active learning environment. The program meets the needs of children based on their level of development and individuality. The program continues to expand in both grant awards and program options, allowing the City to provide expanded services to La Habra residents.

- Offering quality, comprehensive education and development programs for children.
- Providing a wide variety of educational activities to both enhance and expand on the school experience through support and involvement with the local school districts.
- Providing healthy and nutritious dietary meals.
- Offering quality parent involvement and educational components in which participating enhances the family unit through academic and recreational experiences.
- The assessment of each child in all areas of development and designing curriculum to meet the individual needs of each child.
- Providing a safe, warm environment where each child feels free to grow at their own developmental pace.
For Fiscal Year 2024-2025, the General Child Care Contract (CCTR 4195-00) will allow the program to provide services to approximately 280 children from newborn to 3 years old in the Family Child Care Home (FCCH) setting, and 5 years old to 13 years old in a center-based program.
The City of La Habra Child Care contracts with La Habra-based Family Child Care Homes (FCCH) to provide full-day care services for infants and toddlers. The purpose of the FCCH is to provide quality childcare in a home setting for children six weeks to three years old while their parents are working, in training, or meeting a need for services approved by the California Department of Social Services (CDSS). Each child receives individual attention, encouragement, support, and guidance in an effort to provide the necessary experiences and opportunities for the development their fullest potential. Operating hours are based on the needs of each FCCH Provider's individual schedule.
The purpose of the center-based school-age program is to provide high-quality childcare & extended educational services for working parents or those attending college/university. This program promotes, supports, and enhances a child's development. The program collaborates with the La Habra City School District which provides transportation to and from the City's center-based sites.
The sites open at approximately 6:15 a.m. and close at approximately 6:00 p.m., based on the needs of the parents. The program operates year-round with "full-day" service during the winter, spring, and summer breaks. The school-age program is located at the Claire Brown site (305 S. Euclid Street), the Child Development Center (CDC), and the Girl's Activity Building (500 Granada Drive).
For satisfactory performance of the contract, the City shall be reimbursed in accordance with the Determination of Reimbursable Amount Section of the Funding Terms and Conditions, including providing 246 minimum days of operation.

FISCAL IMPACT/SOURCE OF FUNDING:
All Child Development Division funding is provided through State and Federal grants. This grant from the State of California Department of Social Services for school-age program costs for Fiscal Year 2024-2025 is $3,382,871. All program administrative costs are reimbursed through the contract rate. These programs receive no General Fund support.
