APPROVE ACCEPTANCE OF FUNDING FOR THE CITY OF LA HABRA STATE PRESCHOOL PROGRAM (CSPP) 2024-2025 FISCAL SCHOOL YEAR

RECOMMENDATION:


That the City Council:
A.  Approve and authorize the City Manager to execute Contracts CSPP 4334-00 Agreement and Amendment CSPP 4334-01 with the California Department of Education Early (CDE) for the 2024-2025 Fiscal School Year; and

B.  APPROVE AND ADOPT RESOLUTION NO. CC 2024-__ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE SUBMISSION OF A CONTINUED FUNDING APPLICATION FOR CALIFORNIA STATE PRESCHOOL SERVICES WITH THE CALIFORNIA STATE DEPARTMENT OF EDUCATION.

DISCUSSION:

The La Habra Child Development program began in 1974 with a mission to provide children with a positive, nurturing experience in a safe, supportive, and active learning environment. The needs of children are met with regard to their level of development and individuality. The program continues to expand in both grant awards and program options, which allows the City to provide expanded services to La Habra residents.

Goals of the Child Development Division include:
  • offering quality, comprehensive education and development programs for children.
  • providing a wide variety of educational activities to both enhance and expand on the school experience through support and involvement with the local school districts.
  • providing healthy and nutritious dietary meals.
  • offering quality parent involvement and educational components in which participating enhances the family unit through academic and recreational experiences.
  • the assessment of each child in all areas of development and design curriculum planned to meet the individual needs of each child.
  • provide a safe, warm environment where each child feels free to grow at their own developmental pace.
For Fiscal Year 2024-2025, the California State Preschool Program (CSPP) grant award will allow the program to provide services to approximately 183 children aged 2 to 5 years in center-based preschool settings. The State Preschool program includes both a part-day and a full-day developmentally appropriate program designed to facilitate the transition to kindergarten.  Children are eligible for the part-day CSPP if the family meets the income eligibility criteria. Part-day services are available for three hours a day and for 180 days per year. Full-day services are available for families that meet the eligibility requirements and have a need beyond part-day services. Full-day services are available for 246 days per year with hours of operation from approximately 6:15 a.m. until 6:00 p.m.

The CSPP-4334-00 contract will allow for the Child Development Division to provide preschool services to children at three sites, including the Child Development Center (CDC) at 401 South Euclid Street, Main Child Development Center (Main) at 215 North Euclid Street, and the Preschool at La Bonita Park at 1440 West Whittier Boulevard. Services include age-appropriate, planned educational activities throughout each program day that address all developmental domains contained in the California Desired Results Development Profiles (DRDP) and the California Preschool/Transitional Kindergarten Learning Foundations (PTKLF).

In addition to the CSPP 4334-00 Grant Agreement in the amount of $2,443,115, the city was recently notified by the State that an additional allocation of funding in the amount of $44,065 has been awarded to support the CSPP program, increasing the maximum reimbursable amount of the City's Child Development Services agreement to $2,487,180.

FISCAL IMPACT/SOURCE OF FUNDING:

This grant from the State of California Department of Education, with a maximum reimbursable amount of $2,487,180, will cover all Child Development Preschool program costs for the 2024-2025 fiscal school year, including administrative expenses, of up to a maximum of 15% of the total grant award. This program receives no General Fund support.
