DISCUSSION:
This year the General Municipal Election in the City of La Habra will be held on Tuesday, November 3, 2026, for the purpose of electing two members to the City Council (two four-year terms). The current City Council terms of Mayor Jose Medrano and Mayor Pro Tem James Gomez will expire in December 2026.
The proposed resolutions are required to be adopted pursuant to specific deadlines set forth in the State Elections Code in order to conduct the November 3, 2026, General Municipal Election. The resolutions also request that the City's election be consolidated with the statewide General Election held on the same date, and that the Orange County Registrar of Voters provides professional services to conduct the election and canvass the results on behalf of the City of La Habra, as is typical in a consolidated election.
Each resolution does the following:
In the event an incumbent for the office of Council Member who is eligible for re-election does not file their declaration of candidacy by Friday, August 7, 2026, at 12:00 p.m. (during special established business hours), there will be a 5-day extension allowed for any person other than the incumbent to file a declaration of candidacy for such office. If the nomination period for the office of Council Member is extended, the filing period for that office will close at 6:00 p.m. on Wednesday, August 12, 2026 (E.C. 10407(b) & 10225).
