APPROVE AGREEMENTS FOR ON-CALL ARCHITECTURAL & ENGINEERING DESIGN SERVICES FOR FISCAL YEAR 2022-2023 THROUGH FISCAL YEAR 2026-2027

RECOMMENDATION:


That the City Council:
A.  Approve and authorize the City Manager to execute agreements with (1) IDS Group, Inc., and (2) SVA Architects, Inc., for On-Call Architectural & Engineering Design Services for Fiscal Year 2022-2023 through Fiscal Year 2026-2027; and,

B.  Authorize staff to issue purchase orders totaling $500,000 per fiscal year to (1) IDS Group, Inc., and (2) SVA Architects, Inc., for Fiscal Year 2022-2023 through Fiscal Year 2026-2027, for a not-to-exceed amount of $250,000 per consultant, per fiscal year.

DISCUSSION:

In October 2022, staff issued a Request for Proposal (RFP) to provide On-Call Architectural & Engineering Design Services.  The scope of the services listed in the RFP include, but are not limited to, the following: architectural design, structural design, civil design, lighting, data/telecommunications, graphics, renovation of buildings and facilities, ADA design, geotechnical engineering, land survey, audio & visual, electronic security design, parking structure, knowledge of various state and federal codes, LEED requirements, maintenance facilities, mechanical/electrical/plumbing (MEP), HVAC, roofing, pergolas, park amenities, playgrounds, landscaping/irrigation, and concept drawings. 

On October 26, 2022, five (5) firms responded to the RFP. 
An Evaluation Committee consisting of staff from the Public Works Department and Community Development Department evaluated and scored the proposals as follows:

Staff evaluated and scored the firms based on the following criteria:
  1. Qualifications of the Firm - Experience performing work of a closely similar nature and size; experience working with public agencies, such as the City of La Habra and/or nearby jurisdictions; understanding and demonstrated competence in the services identified in Section II - Scope of Work; strength, stability, experience and technical competence of subcontractors; review and assessment of client references.
  2. Staffing and Organization - Qualifications of staff, particularly the Project Manager and key personnel; key personnel’s level of involvement in performing map checking and related work cited in the Scope of Work section; logic of providing on-call services to local agencies; adequacy of labor commitment; concurrence in the restrictions on changes in key personnel; references from past projects.
  3. Overview and Approach - Depth of Consultant’s understanding of the scope of services required by the RFP; City’s objective; overall quality and logic of work plan; appropriateness of labor distribution among the tasks; ability to accomplish services being rendered within the proposed timeframe.
The top two firms, IDS Group, Inc., and SVA Architects, Inc., have unique experience of providing architectural and engineering services like those requested by the City.  The City's current Capital Improvement Program FY 2022-2023 includes a budget for the design and construction of thirteen (13) projects with an estimated total budget of $3.5 million. Some of the projects for which the consultants will be tasked with architectural and engineering design services include the following: El Centro Park Improvements; Oeste Park Improvements; Building Renovations at the Community Center; Mobile Home Park Clubhouse Rehabilitation; and Mobile Home Park Playground.  In anticipation of the high volume of projects that the City plans to complete in the coming years, staff requests that the City Council award a contract to both IDS Group, Inc., and SVA Architects, Inc., to help facilitate the completion of these projects. 

FISCAL IMPACT/SOURCE OF FUNDING:

Funding for design services is budgeted on a per project basis and was included in the approved Fiscal Year 2022-2023 Capital Improvement Program.  No additional funds are requested at this time.

Typically, the cost of professional services and outside consultants are programmed into Capital Improvement Projects on an "as needed" basis.  Funding for these services is then included in the respective budget for each individual project, with funding coming from a variety of funding sources.  Staff recommends establishing a total of $500,000 in funding capacity for the On-Call Architectural & Engineering Design Services for Fiscal Year 2023-2024 through Fiscal Year 2026-2027, in an amount not to exceed $250,000 per consultant, per Fiscal Year.
