SUBJECT:
CONSIDER APPOINTMENT OF COMMISSIONERS AND ALTERNATES TO THE PLANNING COMMISSION AND THE COMMUNITY SERVICES COMMISSION

RECOMMENDATION:


That the City Council consider and appoint:
A. Two individuals to the Planning Commission to fill two 4-year terms that will expire on March 31, 2027, and two individuals as alternates; and,

B. One individual to the Community Services Commission to fill one 3-year term that will expire on March 31, 2026; and two individuals as alternates.

DISCUSSION:

At its Regular Meeting of January 17, 2023, City Council was notified of the following commission/committee vacancies:
  • Two 4-year terms on the Planning Commission that will expire on March 31, 2027.
  • One 3-year term on the Community Services Commission that will expire on March 31, 2026.
At that time, City Council directed staff to advertise all expiring terms, and to schedule interviews. The Commission recruitment was posted at City Hall and the City Council Chamber, and was also advertised on the City's social media sites, the City website, on Channel 3, and in the local newspaper. 
 
 

A total of nine (9) applications were received by or before the 5:00 p.m. deadline on February 16, 2023, with interviews for all applicants scheduled.  Eight (8) applicant interviews were held on Monday, March 13, 2023 and the last interview was held on Monday, March 20, 2023.

Terms and Term Limits – City Council policy allows for Planning Commissioners to serve two consecutive terms of four years each or a maximum of 10 years; and the Community Services Commissioners to serve three consecutive terms of three years each or a maximum of 10 years.

City Ordinance No. 1351 adopted on February 21, 1989, limits Planning Commissioners terms to four years, expiring March 31 and staggered; and the Community Services Commissioners terms to three years, expiring March 31 and staggered.  Term limits were not established by this ordinance.  Since term limits were set by City Council policy and not by ordinance, it is the opinion of the City Attorney that the City Council has the option to reappoint as they so choose.

FISCAL IMPACT/SOURCE OF FUNDING:

The Planning Commissioners earn a monthly stipend of $100. The Community Services Commissioners earn a monthly stipend of $50.
