CONSIDER AND APPOINT ONE INDIVIDUAL TO FILL THE UNSCHEDULED VACANCY ON THE PLANNING COMMISSION, AND CONSIDER AND APPOINT INDIVIDUALS AS ALTERNATES ON THE PLANNING COMMISSION AND COMMUNITY SERVICES COMMISSION

RECOMMENDATION:


That the City Council:
A. Consider and appoint one individual to fill the unscheduled vacancy on the Planning Commission with a term ending on March 31, 2027;

B. Consider and appoint up to two individuals to serve as alternates on the Planning Commission; and,

C. Consider and appoint up to two individuals to serve as alternates on the Community Services Commission.

DISCUSSION:

At its Regular Meeting of March 18, 2024, City Council appointed two individuals to the Planning Commission to fill two 4-year terms that will expire on March 31, 2028, as well as two individuals to the Community Services Commission to fill two 3-year terms that will expire on March 31, 2027.

On April 15, 2024, City Council unanimously voted to appoint former Planning Commissioner Carrie Surich to fill an unscheduled vacancy on the City Council that created an unscheduled vacancy on the Planning Commission.  At that same meeting, City Council expressed interest in reviewing the list of applicants previously interviewed this year for both the Planning and Community Services commissions, as well as for City Council, as potential candidates to fill the unscheduled vacancy on the Planning Commission and as alternates to both commissions.

Alternate commissioners would be selected to fill any future unscheduled commission vacancies, should they occur prior to the annual appointment process in 2025. Should an unscheduled vacancy occur on either commission, staff would contact the alternate(s) in the order of precedence established by the City Council to determine if the alternate(s) is willing and able to fill the vacant seat for the remainder of its term.

City Council should consider and appoint one individual to fill the unscheduled vacancy on the Planning Commission previously held by Carrie Surich, with a term ending on March 31, 2027; and consider and appoint up to two individuals to serve as alternates on the Planning Commission and up to two individuals to serve as alternates on the Community Services Commission.
 
 

Staff contacted all applicants for the prior City Council vacancy, and prior commission vacancies.  Ten (10) of the 11 applicants have expressed a continued interest in appointment to the current unscheduled Planning Commission vacancy or as alternates on either commission.  One applicant, Esther Armenta, has been non-responsive to multiple attempts by staff to contact them.

FISCAL IMPACT/SOURCE OF FUNDING:

The Planning Commissioners earn a monthly stipend of $100.  The Community Services Commissioners earn a monthly stipend of $50.  Stipends are an expense of the General Fund.
