APPROVE COOPERATIVE AGREEMENT WITH THE CITIES OF FULLERTON, ANAHEIM, GARDEN GROVE, SANTA ANA, AND FOUNTAIN VALLEY FOR THE EUCLID STREET CORRIDOR PROJECT, REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM (RTSSP)

RECOMMENDATION:


That the City Council approve a Cooperative Agreement with the cities of Fullerton, Anaheim, Garden Grove, Santa Ana, and Fountain Valley for the Euclid Street Corridor Project, Regional Traffic Signal Synchronization Program (RTSSP).

DISCUSSION:

On September 20, 2021, the City Council adopted Resolution No. 6024 approving a grant submittal package for the Euclid Street Corridor Project (Project) to the Orange County Transportation Authority (OCTA). On May 2, 2022, OCTA awarded the City of La Habra an amount of $6,201,266 from the Combined Transportation Funding Programs (CTFP) under Project P - Regional Traffic Signal Synchronization Program (RTSSP) to fund the Project.

As part of the Cooperative Agreement, the City of La Habra will serve as the lead agency for this Project. The Euclid Street Corridor Project will synchronize approximately sixty-seven (67) traffic signals along Euclid Street, and sixty-nine (69) offset traffic signals within 2,700 feet of the Euclid Street corridor from La Habra Boulevard in the City of La Habra to the I-405 freeway SB ramps in the City of Fountain Valley. The approximate 17-mile long project will improve six (6) traffic signals (and six (6) offset signals) in La Habra, thirteen (13) traffic signals in Fullerton, fifteen (15) traffic signals in Anaheim, five (5) traffic signals in Santa Ana, eleven (11) traffic signals in Garden Grove, nine (9) traffic signals in Fountain Valley, and eight (8) traffic signals controlled by the California Department of Transportation (Caltrans).

City staff worked collaboratively with the cities of Fullerton, Anaheim, Santa Ana, Garden Grove, and Fountain Valley to develop a Cooperative Agreement for the Project. The Cooperative Agreement identifies the project’s scope of work including engineering design services, construction, signal timing and implementation; in addition, it defines the specific terms, conditions and responsibilities between the cities of Fullerton, Anaheim, Santa Ana, Garden Grove, Fountain Valley, and La Habra.

Staff recommends that the City Council approve and authorize the City Manager to execute the Cooperative Agreement for the Euclid Street Corridor Project Regional Traffic Signal Synchronization Program.

FISCAL IMPACT/SOURCE OF FUNDING:

Funding for the Euclid Street Corridor Project is included in the Fiscal Year 2023-24 Budget. The City of La Habra’s portion of the project's cost, including engineering, construction and signal timing, is approximately $617,307. The project is funded through a Regional Traffic Signal Synchronization Program grant in the amount of $493,846 and $123,461 from the City's CIP General Funds allocation serving as the 20% local match, which includes up to $20,000 of in-kind services.  Sufficient funding for this project has been budgeted in the current fiscal year; therefore, no additional funds are requested at this time.
