Item No. 1.
MEETING DATE: 09/16/2024

TO: HONORABLE MAYOR AND COUNCILMEMBERS

FROM: JIM SADRO, CITY MANAGER
By:  Kelly Fujio, Director of Community Services

SUBJECT:
CONSIDER RENAMING VISTA GRANDE PARK TO CENTENNIAL PARK AS PART OF THE CITY'S 2025 CENTENNIAL CELEBRATION

RECOMMENDATION:

That the City Council:
A.  Consider the Centennial Committee's recommendation to rename Vista Grande Park to "Centennial Park" in honor of the City's 2025 Centennial Celebration; and,

B.  Direct staff to initiate the park renaming process per City of La Habra Policies and Procedures Policy Number 1.60.

DISCUSSION:

At its meeting of July 11, 2024, the Centennial Celebration Committee (Committee) voted unanimously to submit a proposal to the City Council to rename Vista Grande Park (Park) to "Centennial Park" in recognition of the City's Centennial celebration in 2025.

This City-owned site consists of 17.7 acres of undeveloped land at 1100 West Lambert Road. The site was formerly operated as an Orange County-owned landfill, which has been closed for several decades. After several years of planning, design, and public input, the City Council selected a contractor to develop the site into a family-oriented recreational park. Construction to build the park began earlier this year, and it is expected to be completed in Spring 2025 in conjunction with the City's year-long Centennial Celebration.

During its July 11, 2024, meeting, the Committee reviewed branding and marketing for the Centennial Celebration to create interest in the community for the Centennial through enhanced programs, services, and events. Renaming Vista Grande Park while it is currently under construction provides an opportune time to both promote interest in the new park that is being built, and the City's upcoming Centennial. The Committee believes renaming the park will honor the significance of the City reaching its 100-year milestone.

In November 1993, the City Council adopted a Council policy regarding the "Naming of Public Facilities" which includes a summary of the procedures for the naming or renaming of city-owned land, buildings, and facilities. Since that time, a number of city-owned parks have been renamed, such as:
  • El Centro Lions Club Park in 1994 (previously named "El Centro Park");
  • Osornio Park in 2000 (previously named "Hacienda Park"); and most recently,
  • Steve Simonian Old Reservoir Park in 2024 (previously named "Old Reservoir Park").
If approved by the City Council, the renaming of Vista Grande Park to Centennial Park will not affect the construction project nor will it create any construction delays or change orders as a result of additional costs. The purpose of renaming the park is to honor the City's Centennial Celebration, while simultaneously creating interest in the community as it relates to the 2025 Centennial. If this recommendation is approved by City Council, staff will begin the park renaming process in accordance with Policy Number 1.60.
