| SUBJECT: | APPROVE AWARD OF CONTRACT TO YUNEX LLC, FOR REPLACEMENT OF PEDESTRIAN SIGNAL HEADS AT EIGHT (8) INTERSECTIONS (HSIP CYCLE 9), PROJECT NO. 2-TC-19, FEDERAL PROJECT NO. HSIPL-5266 (030)

RECOMMENDATION:
That the City Council:
A. Approve the Project Plans and Specifications for the replacement of pedestrian signal heads at eight (8) intersections (HSIP Cycle 9), Project No. 2-TC-19, Federal Project No. HSIPL-5266 (030);
B. Award a construction contract for the replacement of pedestrian signal heads at eight (8) intersections (HSIP Cycle 9), Project No. 2-TC-19, Federal Project No. HSIPL-5266 (030) to Yunex LLC, of Riverside, California, in the amount of $73,995 and reject all other bids; and,
C. Authorize the City Manager to execute an agreement with Yunex LLC and authorize staff to issue a purchase order in the amount of $81,395 which includes a ten percent contingency.
DISCUSSION:
The Federal Highway Administration (FHWA) administers the Highway Safety Improvement Program (HSIP), with the goal of achieving a significant reduction in traffic fatalities and serious injuries on public roads. In 2018, the FHWA released the 9th cycle of this grant program. Staff in the City's Public Works Department applied for this grant and the City was selected as a grant recipient. The City's proposed project includes safety improvements at eight intersections, including countdown type pedestrian signal heads and frames. If approved by Council, these improvements will be installed at the following locations:
- La Habra Boulevard at Monte Vista Street
- La Habra Boulevard at Cypress Street
- Harbor Boulevard at Stearns Avenue
- Idaho Street at Las Lomas Drive
- Idaho Street at Lambert Road
- La Habra Boulevard at Euclid Street
- La Habra Boulevard at Harbor Boulevard
- Harbor Boulevard at Lambert Road
On August 1, 2024, staff advertised the Project Plans and Specifications (Attachment No. 1) for contractors to bid on. On Thursday, August 22, 2024, the City received five (5) bids with the following results:

The apparent lowest responsive bidder was Yunex LLC. Staff reviewed the lowest bid from Yunex and found their bid to be responsive. Staff reviewed Yunex's references and found their record of performance to be satisfactory, with no record of excessive or unreasonable change orders initiated by the contractor. Yunex is currently the on-call traffic signal maintenance company for the City of La Habra, and has been since 2010. Yunex has worked on similar projects in the past and staff confirmed that their prior work product was satisfactory; therefore, staff recommends that the City Council award a construction contract to Yunex LLC and authorize the City Manager to execute an agreement (Attachment 2) and purchase order in the amount of $81,395, which includes a ten percent contingency.

FISCAL IMPACT/SOURCE OF FUNDING:
The proposed project is fully funded through the Federal Highway Safety Improvement Program (HSIP) Grant, with no local match requirement or General Fund impact.
