Report on project and change order 3and 4 for Capital Improvement Project 10994; Riverfront Drive.

Summary:

In accordance with Section 2.08, subdivision 5 of the Mankato City Code, the City Manager is to report as soon as practicable on change orders approved per the City Code. The following is a summary of current projects and change orders to date.
 
10994 Riverfront Drive
 
As of the writing of this memo, utility services continue in the 400 block of Riverfront Drive. This work is anticipated to be completed the week of July 15. Additionally, underground work will continue to Rock Street. Temporary water connections will be made in the 500 and 600 blocks the week of July 15. Electrical work is being completed between Main Street and Plum Street. Sanitary sewer work on Washington Street is anticipated to start the week of July 22. This work will have some traffic restrictions along Washington Street and at the intersection of Washington Street and Second Street. This work is anticipated to take a week to complete.  An update will be provided at the meeting.
 
Change Order 3
After the project award, additional fiber, conduit and associated items were requested by the City of Mankato Information Technology Department. These items are to support future cameras within the project area. The work will be funded by local funds and is not eligible for state aid or federal aid reimbursement. This work will also add another three days to the contract completion time. Value of work $51,914.62
 
Change Order 4
The contractor proposed a revised sequence of construction to provide a pedestrian access route serving the front doors of the buildings prior to construction of the roadway. This revised sequence provided improved access for customers and tenants of the buildings. However, it did create a grade difference that required fencing. A temporary construction fence is now required to provide safety. The construction of the sidewalk next to the buildings has been met positively by the property owners and businesses along the project. Additionally, during the construction of this portion of the sidewalk, several window wells and staircases were found beneath the existing sidewalk in the public right-of-way. In order to provide property owners time to address these openings in their basements, steel plates were installed to bridge the opening and support the new sidewalk.  Staff will work with the property owners to either fill the openings beneath the sidewalk or have the property owner obtain a license to encroach for the private improvements that are in the public right-of-way. The value of the work is $27,779.73.
 
The original contract value was $8,240,343.95 and with the total amount of change orders to date being $87,856.01, the current contract value is $8,328,199.99.
