Resolution authorizing the City Manager to enter into grant agreement 254943 with the Minnesota Pollution Control Agency (MPCA) for the purpose of developing a Local Climate Action Plan.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
On April 8, the Council authorized the City Manager to apply for a Minnesota Pollution Control Agency (MPCA) Local Climate Action (LCA) grant and on July 23, staff was notified that the city had been awarded $49,790.00 in LCA grant dollars to complete a Local Climate Action Plan. Since that time, staff has been working with the MPCA contract specialist and our assigned MPCA project manager in assembling the grant agreement.
The grant agreement lays out the framework of responsibilities of the grantor (MPCA) and the grantee (City of Mankato) and Attachment A contains the project summary, workplan detail, and project budget. Tasks under the workplan detail include:
The goal of the City of Mankato Local Climate Action Plan project is intended to create an evidence-based roadmap for delivering our fair share of emissions cuts and strengthening our resilience to climate change. The climate action plan will allow our community to take effective action to mitigate climate change and adapt to its effects in the short-term, medium-term, and long-term future.
The deliverables of the project are to create a plan like a roadmap that will set a course towards climate resilience and carbon neutrality by 2050. We hope to decrease emissions from our buildings, transportation, and waste streams, which will have the added benefits of improved indoor and outdoor air quality, limiting our contribution to additional climate change, as well as saving money on utility and fuel bills. The city would also like to strengthen community resilience by preserving natural resources, strengthening community connections, and preparing our infrastructure to withstand climatic changes and extreme weather events.
