Motion referring a request for Land Use Plan Amendment to the Planning Commission per Section 9.02 of the Mankato City Charter.

Recommendation/Action(s):

Motion to refer Land Use Plan Amendment for Trellis (part of the 700 Block of Linder Avenue) to the Planning Commission on April 23, 2025; by request of Trellis.

Summary:

The City of Mankato has received an application for an amendment to the Land Use Plan from Trellis. Trellis is requesting an amendment to facilitate development of the supportive housing project on Poplar Street near the trestle bridge.

The proposed amendment seeks to change the guided land use designation from Heavy Industrial to Office Residential, allowing for the construction of a 40-unit supportive housing project.

Trellis conducted a neighborhood meeting to address the items listed in the City of Mankato's Land Use Plan Amendment process. The proposal aligns with the concepts presented in the strategic plan and is consistent with the recent housing developments to the east of the property. According to the City Charter, upon receiving a proposed comprehensive plan or modification from the City Manager, the Council must refer the proposal to the City Planning Commission. The Commission is required to review the proposal and submit its recommendations within a timeframe specified by the Council.

Following the Planning Commission's review, the City Council will conduct a public hearing before adopting the proposed plan or modifications by resolution, with or without amendments.
 

City staff recommend the Council refer the proposal to the Planning Commission for review during its April 23, 2025, meeting. The Planning Commission will then report its recommendations to the City Council for consideration at the April 28, 2025, meeting, where a public hearing will be scheduled for May 12, 2025. This timeline is contingent on the Planning Commission proceeding without postponement.

Notices regarding the April 23, 2025, Planning Commission meeting will be sent to property owners and renters within 350 feet of the property. Additionally, a notice will be published in the designated newspaper to inform the public of the potential review.
