Resolutions ordering preparation of feasibility reports for Capital Improvement Projects:

Recommendation/Action(s):
Adoption of the attached resolutions.
Summary:
The Engineering Department is in the planning stages for the 2026 Capital Improvement Projects and is requesting authorization from the Council to prepare feasibility reports for planned projects. This earlier and more proactive approach to the Capital Improvement Projects may differ from previous years with the goal of having a less constrained schedule and providing additional opportunities for public engagement. The proposed projects include the following:
Belleview Avenue, Jayro Court, and Riverview Street
This is a city-initiated full reconstruction project that includes the following streets and their utilities:
Long Street and Emerson Lane
Another city initiated a full reconstruction project that includes the following streets and their utilities:
Plum Street
Plum Street is a petitioned project that begins at the 2024 Riverfront Drive project limits and terminates at North Second Street. Initial conversations with the petitioners were held in late 2024 for public input on the project vision. The rough estimate of the petitioned project is $870,000, which will be reviewed further with the feasibility report.
Dolph Reservoir
The Dolph Reservoir is located adjacent to Val Imm Drive and the Minnesota State University – Mankato campus. The project is requested by the Water Department and the scope of work is limited to site improvements, including reconstruction of pavement, curb, and drainage improvements.
2026 Resurfacing and Miscellaneous Sidewalks
The City of Mankato performs a yearly resurfacing project and miscellaneous sidewalk improvements in various parts of the city. The proposed areas for 2026 consist of:
Staff recommends the Council adopt the resolution authorizing the Engineering Department to prepare the feasibility reports for the listed projects.
The feasibility report provides the background of the project, the proposed improvements, the cost of the improvements and the method and amount of proposed special assessments. Approximate schedules of the projects will be provided in the feasibility reports with construction ultimately planned for 2026.
After the feasibility reports are completed, a Call for Hearing will be requested for Council review and decision on the projects. The preliminary special assessments will be discussed in the improvement hearing and the reports will be received by the Council during the hearing. This is the basis of information to provide the Council with information to consider the project. The hearing allows all interested people to provide testimony to the Council on the project for Council deliberations prior to ordering the project. Should the Council find the project feasible, a resolution is passed ordering the project designed and bids solicited for the work.

- Jayro Court from Belleview Avenue to its northern terminus
- Riverview Street from Belleview Avenue to its northern terminus

- Long Street from Main Street to Fair Street
- Emerson Lane from Pfau Street to North Belmont Drive

- Main Street from Hinckley Street to Victory Drive – the project scope includes pavement section reclamation, minor drainage improvements, select curbing and sidewalks, and general ADA improvements.
- Miscellaneous Sidewalks – The city’s yearly miscellaneous sidewalk improvement project includes various replacements throughout the city to generally improve ADA compliance and make necessary sidewalk repairs.
Staff recommends the Council adopt the resolution authorizing the Engineering Department to prepare the feasibility reports for the listed projects.
