Resolution authorizing the City Manager to apply for Sewer Overflow and Stormwater Reuse Municipal Grant for inflow management planning at the Water Resource Recovery Facility (WRRF).
Recommendation/Action(s):

Summary:
The Minnesota Pollution Control Agency has allocated $625,000 in funding to support proposals from Environmental Justice communities across Minnesota for projects that provide planning and design services for infrastructure projects to replace aging and obsolete infrastructure. The resulting construction projects will increase the resilience of stormwater systems, minimize localized flood risk, and reduce clean water intrusion into wastewater systems.
The City of Mankato is eligible for this grant as the service area for the Water Resource Recovery Facility has recently been identified as eligible for environmental justice funding. Staff is recommending a grant application to develop a sanitary overflow reduction plan. This plan will identify areas of the community where there is a high amount of clear water influence on the wastewater system and to review methods of reducing its impact. Examples of improvements that will be evaluated are additional storage at the WRRF, expanded sewer infrastructure capital projects, or public outreach, education and inspections. These improvement options will be evaluated to determine the best way to reduce peak flows at the Water Resource Recovery Facility (WRRF). The overall goal of the plan is to develop improvements that will eliminate the need for sanitary sewer overflow pumping at Willow Street bypass station or the WRRF during high flow events.
Staff is recommending applying for a request of $50,000 in grant dollars with no local match. If awarded, staff will conduct a selection process for an engineering firm to perform the necessary work to develop a plan that would provide fiscally restrained improvements that can then be added to the Wastewater Capital Improvement Plan.
