Motion referring a request for Land Use Plan amendment to the Planning Commission per Section 9.02 of the Mankato City Charter; by request of Drummer Growth, LLC.

Recommendation/Action(s):

Motion referring the Land Use Plan amendment for Mesenbrink Construction to the Planning Commission on September 27, 2023.

Summary:

The City of Mankato has received an application for an amendment to the Land Use Plan. Drummer Growth, LLC has requested an amendment to the Land Use Plan to allow for the development of School Sisters of Notre Dame property.

Drummer Growth, LLC is requesting a land use plan amendment to change the land use designation of three lots in the School Sisters of Notre Dame subdivision. The land use plan is the City’s guiding document on future land use decisions for property. The applicant is seeking to change Outlot B from public/semi-public to office residential; to change the land use designation of Outlot C and D from public/semi-public to low density residential. If approved, additional reviews will be required prior to any development occurring on the subject parcels.

Per the Land Use Amendment process, Drummer Growth, LLC has held five neighborhood informational meetings on May 11th, May 25th, June 13th, August 10th, and August 24th.
 
Per the City Charter, upon receipt from the City Manager of a proposed comprehensive plan or proposed modification of the existing plan, the Council shall refer such proposal to the City Planning Commission, which shall within a time specified by the Council report its recommendations thereon.
 

After receipt of the recommendations of the Planning Commission, the Council shall hold a public hearing on the proposed comprehensive plan or modifications thereof and shall thereafter adopt it by resolution with or without amendment.
 
Staff requests that the Council refer the proposal to the Planning Commission for review at their September 27, 2023 meeting and report the recommendation to the City Council for their October 10, 2023 meeting, at which time a public hearing will be established for November 13, 2023. This is assuming the Planning Commission does not postpone the request. Notices have already been sent to nearby property owners and rental properties within 350 feet of the property regarding the possible consideration by the Planning Commission and notice has been published in the designated newspaper.
