Recommendation/Action(s):

Adoption of the attached resolutions.

Summary:

In January 2020, the City of Mankato was selected as the recipient of the Historic Kern Bridge and awarded federal funding for the rehabilitation and re-erection of the bridge. This bridge will provide a crossing of the Blue Earth River, creating a dedicated trail connection between Sibley Park and Land of Memories Park. This bridge will connect to a new trail that is being constructed in Land of Memories Park. The new trail will connect the Minneopa Trail to the end of Amos Owen Lane on the east side of the Park.
 
In light of the recent flooding, it should be noted that the bottom of the truss bridge will be approximately 3.5 feet above the designed flood elevation. That is the water elevation that the levee system is designed to protect from flooding. With respect to the recent river crest, the bottom of the truss bridge would have been about 7 feet above the water level.  
 
Staff is recommending the Council consider these improvements per the attached feasibility reports and the resultant costs and funding sources are as follows:
