Resolution authorizing the City Manager to enter into a Lease Agreement with Mantas Swim Club for the use of Tourtellotte Pool.

Summary:
Tourtellotte Pool has hosted the Mantas Swim Team for many years. Their last season at Tourtellotte Pool was 2022, as the facility was closed in 2023 for construction and did not reopen until mid-July 2024. This year, the team is looking to reestablish Tourtellotte Pool as its home pool for the summer.
Much like the revamped agreement with the Mankato Family YMCA, the agreement with the Mantas Swim Team has been updated to include the City of Mankato as a party to the agreement. The YMCA and Mantas have agreed to the terms of the agreement.
These terms include Mantas' use of a storage room in the bathhouse. All parties agree to swim meet dates in the future and the YMCA shall maintain full access control over the facility when it is in use. The terms of the agreement will run for three seasons beginning in 2025 through 2027.
The City of Mankato will work with the YMCA to ensure that facility matters are maintained and addressed.
In payment to the City of Mankato for the use of the pool, and to address reimbursement costs to the YMCA, Mantas swimmers are required to purchase the Mantas swim pass (2025 rate is $90/swimmer) for swim practice, and swim meets will cost the team $1,000 per full day.
A final lease agreement is attached. Staff recommends adoption of the attached resolution.
