Resolution approving the Final Plat review of ADM Mankato First Addition (2019 3rd Avenue); by request of Archer-Daniels Midland Company.

Summary:
Archer-Daniels Midland Company (ADM) is requesting final plat approval for the ADM Mankato First Addition. The subject property includes portions of the Northwest Quarter of the Southwest Quarter of Section 5 and the North Half of the Southeast Quarter of Section 6, all located in Township 108 North, Range 26 West, Blue Earth County. The area further encompasses parts of Block 7, Mankato Industrial Acres; Lots 5, 6, and 7 of Block 4; and Tracts A, B, and C of RLS No. 105, as well as Lot 1, Block 4 of the Industrial Acres Subdivision, all situated within the City of Mankato (commonly known as 2019 3rd Avenue and associated parcels identified as Blue Earth County PID R010906427006, R010906277004, R010906426007, R010906426006, R010906426001, and others).
The site is currently developed with an existing industrial manufacturing facility, and no physical changes to the property are proposed in conjunction with this plat. On June 13, 2022, the Mankato City Council approved a conditional use permit to allow for a building expansion to accommodate a new boiler system. As part of the conditions of approval for that permit, any unplatted portions of the property were required to be formally platted in compliance with the Mankato City Code.
In fulfillment of this requirement, the property owner submitted a preliminary plat for the ADM Mankato First Addition, which was reviewed and recommended for approval by the City Council on April 14, 2025.
The final plat is consistent with the previously approved preliminary plat and consolidates numerous underlying parcels into a newly configured one-block subdivision. Within this block, three lots are designated: Lots 1A, 1B, and 1C. While the goal was to establish a one-lot, one-block subdivision, differing title classifications, specifically abstract and Torrens, necessitated the creation of distinct lot identifiers.
The total area included in the ADM Mankato First Addition is 36.02 acres. Lot 1A is classified under the Torrens title and comprises 5.52 acres; Lot 1B, also Torrens, encompasses 3.90 acres; and Lot 1C, an abstract parcel, consists of 26.06 acres. Additionally, 0.54 acres are dedicated for the expansion of the Third Avenue right-of-way.
On the northern boundary of the plat, existing rights-of-way for Mills Street (also known locally as Lind Street) and Second Avenue will be maintained. The plat also includes a dedication of 33 feet along the eastern boundary to accommodate the CSAH 5/3rd Avenue corridor.
An irregularly shaped parcel on the southwestern edge of the site has been excluded from the plat, as it has been determined to fall outside the legal ownership of the applicant based on title review conducted during the platting process.
In compliance with subdivision requirements, the applicant performed a wetland delineation, which identified four wetland areas. These are clearly marked on both the site plan and the final plat.
A parkland dedication fee in lieu of land dedication is required for all previously unplatted parcels included in the ADM Mankato First Addition. The total fee assessed for this requirement is $78,180.
Several non-conforming site conditions were identified through the plat review process. Any future redevelopment will be required to bring the property into full compliance with applicable zoning and development standards. In addition, existing encroachments into the Mills Street (Lind Street) and Second Avenue rights-of-way were noted along the northern edge of the property. The applicant has acknowledged this recommendation, and a condition addressing this issue is proposed for inclusion in the final approval.
