Motion approving 2025 Community Development Block Grant public service grants.
Summary:
On May 27, 2025, the City Council passed resolutions adopting the City’s 2025-2029 Community Development Block Grant (CDBG) Consolidated Plan and 2025 Annual Action Plan. As a CDBG entitlement grantee, the City of Mankato receives annual formula-based grants from the U.S. Department of Housing and Urban Development. Federal regulations limit public service activities to no more than 15% of the annual allocation. The grant amount for the 2025 program year is $435,932, and the City’s 2025 Annual Action Plan allocated $65,000 for public service grants.
An RFP for CDBG public service grants was issued, resulting in 11 applications requesting a total of $209,290. Applications were evaluated by a grant panel consisting of City Council and staff representatives based on alignment with the 2025-2029 Consolidated Plan and City Strategic Plan, service quality, benefit to low-to-moderate income residents, leveraging of other funds, coordination with public and private efforts, and organization capacity. Additional criteria included clear program scope, measurable goals, and compliance with CDBG eligibility requirements under the federal program.
Attached is a matrix of the requests and recommended funding awards.
