Resolution considering bids on Capital Improvement Project 11190; 2025-2026 Facilities Snow Removal.
Recommendation/Action(s):
Adoption of the attached resolution.
Summary:
Capital Improvement Project 11190; 2025-2026 Facilities Snow Removal was advertised for public bidding beginning on September 19, 2025.
The project includes snow removal for the downtown parking and maintenance special service districts, various rights of way within the downtown core, the Intergovernmental Center and Mayo Clinic Health System Event Center, the Public Safety Center, Fire Stations 2 and 3,117 Rogers Street, several park rental properties, and the city-wide snow complaint contract work. Due to the uncertainty from year to year regarding the number of snow events and differences in scope of work due to the amount and consistency of the snow, the contract was bid with unit pricing. Unit pricing allows for more accurate cost accounting per snow event and is generally the most cost-efficient by reducing or eliminating contractor uncertainty. The contract includes a provision for two (2) one (1) year extensions.
For historical perspective, below are the annual totals spent on snow removal for 2020-2025.
