Report on project and change orders 7 & 12 for Capital Improvement Project 10884; Kern Bridge.
Recommendation/Action(s):
No action, informational only.
Summary:
In accordance with Section 2-8 of the Mankato City Code, the City Manager is to report as soon as practicable on change orders approved under $100,000 or up to 5% of construction cost for projects above $2,500,000. The following is a summary of change orders to date for 10884; Kern Bridge Project.
Project status was last shared with the City Council on April 13, 2026, at which time Change Orders 3, 4, 10 and 11 were presented. Construction is continuing and is still on schedule for an anticipated final completion at the end of November. As of the time of this report, approximately 70% of the construction contract has been completed ($6,052,964 of $8,381,848).
Since the last update, the contractor has completed all concrete bridge construction. Additionally, the historic bridge was successfully delivered and has been fully assembled onsite. The contractor is planning for the bridge painting to be completed this month and anticipates setting the historic bridge in place next month. Remaining work after the bridge is in place includes completion of the lighting, curb installation on concrete bridge spans, installation of metal and cable railing, trail and roadway paving and site restoration.
Since the last update, two (2) additional change orders have been prepared. A summary of each is as follows:
Change Order 7 – Excess Soil Stockpiling ($33,779.55)
During construction, it was identified that excess material from the original topographic survey had been deposited on the Land of Memories side of the Blue Earth River due to flooding from prior years. The discovered material was beyond the original contract quantity and was not needed for the bridge construction necessitating the need for its removal. To avoid the costly hauling and disposal expense, the city ordered the excess material to remain within the park and be stockpiled for use as fill material for the future Land of Memories Park project. The excess material was tested and confirmed to be non-contaminated, suitable fill material. The excess soil stockpile was installed with appropriate erosion control and seeding to protect it until it’s anticipated use this fall as fill for the new park playground system.
Change Order 12 – LOM Trail Alignment ($2,982.50)
During construction it was identified by field verification that the previously constructed Land of Memories (LOM) Trail does not match the current Kern Bridge Trail design. The Engineer has determined that the Kern Bridge project is best suited to remove and replace a portion of the previously constructed LOM Trail to properly tie the two projects together and maintain the proper grade for ADA compliance.
The total of all change orders to date consisting of numbers 1 through 12 is a contract reduction of $53,865.00. No other change orders have been identified or are in progress.
