ITEM:

Discussion and possible action on any all matters regarding Resolution No. 2154.  A Resolution of the Mayor and City Council of the City of San Luis, Arizona, authorizing and directing the entering into an intergovernmental agreement with the Arizona Department of Corrections Contract No. 21-030-26 for an Inmate Workforce.  (Lizandro Galaviz, Director of Parks and Recreation and Eulogio Vera, Director of Public Works)

SUMMARY:

Public Works and Parks and Recreation, from time to time, need an additional workforce to support the maintenance of city properties and projects (typically road litter clean up and parks landscaping maintenance).  The Intergovernmental Agreement with the Arizona Department of Corrections for work crews through the local Arizona State Prison Complex expired at the end of June.  Staff wishes to renew the Intergovernmental Agreement for a five-year term and have it ready to go when the COVID-19 pandemic is no longer a safety concern for both the inmate and city workforces. With N95 mask respirators supply still unreliable or unaffordable, it may be a while before the city is able to safely utilize the inmate workforce.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE RESOLUTION NO. 2154.

The city is not obligated to use the inmate workforce. The contract allows the city to use the inmate workforce if it wants to do so. There is a cost of fifty cents ($0.50) per hour per inmate for work performed. The city provides equipment, supervision, mileage for work crew transportation, and liability insurance.
