ITEM:

Discussion and possible action on any and all matters regarding Resolution No. 2294.  A resolution of the Mayor and City Council of the City of San Luis, Arizona, authorizing and directing the entering into an Intergovernmental Agreement with Yuma County to construct with federal funds five foot paved shoulders and edge line rumble strips on Avenue B, between County18th Street and County 23rd Street, an area within Yuma County and also partially within the limits of the City of San Luis, Arizona, superseding conflicting provisions, and providing for severability.  (Eulogio Vera, Director of Public Works)

SUMMARY:

The city desires to enter an intergovernmental agreement with Yuma County for the construction of five-foot shoulders and edge line rumble strips on Avenue B, between County 18th Street to County 23rd Street, an area within Yuma County and also partially within the city limits of the City of San Luis. 

The Yuma Metropolitan Planning Organization (YMPO) has confirmed the Project’s eligibility for Highway Safety Improvement Program (HSIP) funds, and the State of Arizona has awarded the funding and has signed an IGA with Yuma County, through the Arizona Department of Transportation (ADOT). The total estimated project cost is $4,470,329. ADOT has provided $4,248,607.00 of HSIP funding for the project. The local match share of 5.7% is $221,722.00, from which the City's share is $75,607.20.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):

The city will be entering into an Intergovernmental Agreement (IGA) with Yuma County to use federal funding from the Highway Safety Improvement Program (HSIP).
  • The City share of the project costs is currently estimated at $75,607.20.
  • The City shall make payment upon receipt of invoice in the amount of $9,045.03 for design and ADOT PDA costs currently scheduled in FY24. This will be paid from the Highway Users Capital Outlay -CIP Account 200-210-90015, funds to cover the FY24 cost will be transfer from Professional Services Account 200-210-80001 the amount of $9,050.00.
  • The City shall make payment upon receipt of invoice in the amount of $66,562.18 for construction costs currently scheduled for FY26. The department will budget accordingly.
