Discussion and possible action on any and all matters regarding a contract for Parking Lots Curbing for the East San Luis Community Park. (Jose L. Cisneros, Acting Director of Parks and Recreation)
SUMMARY:
A major component of the East San Luis Community Park street improvements are the parking lot curbing. In order for the park to be able to be operational, curbing needs to be installed to mitigate sand accumulation and provide parking for visitors. The proposed improvements consist of installing vertical curb and gutter, cross gutters, asphalt pavement, pavement marking and signage, and associated grading work for the North, South, and West parking lots.
Staff is seeking Mayor and Council approval to direct hire Evans Custom Concrete, LLC, granted that they are familiar with the work being conducted at the park, they are a trustworthy and reliable company, and have proven to perform work in a record amount of time. Completing the curbing at this time would accelerate the time in which the park can begin to be enjoyed by our residents. It will also keep maintenance costs down, preventing sand from accumulating in the soccer fields and clogging and damaging the field’s irrigation system. Bidding out this project will not guarantee a better price and would delay the work.
Evans Custom Concrete, LLC, estimated the cost of the project, as stipulated in the contract, to be $159,922.71. The Public Works Director reviewed the cost estimate and found it reasonable. Staff is seeking the Council’s ratification of the contract and requests to waive the formal purchasing procedures as allowed under San Luis Purchasing Code Section 3.05.010 (F) for the justifications given.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO RATIFY THE CONTRACT WITH EVANS CUSTOM CONCRETE, L.L.C. FOR CURBING AT THE EAST SAN LUIS COMMUNITY PARK IN THE AMOUNT OF $159,922.71, AND WAIVE PURCHASING PROCEDURES FOR THE JUSTIFICATIONS PRESENTED.
