ITEM:

Discussion and possible action on any and all matters regarding Order No. 2023-11. An Order of the Mayor and City Council of the City of San Luis, Arizona approving the Downtown San Luis Master Drainage Plan.  (Jenny Torres, Acting City Manager)

SUMMARY:

The Economic Development Department is working on revitalizing the downtown area through the implementation of the adopted General Plan and Downtown Redevelopment Plan. One of the major concerns and complaints received from businesses in the downtown area is the drainage problems.

The City of San Luis contracted James Davey and Associates, Inc. to develop a drainage master plan for the downtown area. The purpose of the master plan is to assess the efficiency of the existing stormwater drainage infrastructure in the downtown San Luis area and to determine the effects of increased urban density on stormwater runoff and the additional infrastructure needed to accommodate such increased urban density. 

The master plan area is that portion of the City of San Luis that was originally platted as the San Luis Townsite and San Luis Townsite Addition No. 1 subdivisions and lies between Mesa Street and Archibald Street to the west, 4th Avenue to the east, Urtuzuastegui Street to the South and Cesar Chavez Blvd. to the north and has a total area of about 116 acres.

The City of San Luis has currently adopted onsite stormwater retention requirements of the Yuma County Flood Control District. Onsite stormwater retention, however, results in portions of lots being set aside as retention areas, and as urbanization increases, particularly with increases in lot coverages, this conflicts with stormwater retention requirements.

Alternatives were considered in this plan, and based on discussions with the City of San Luis City Council and staff, it was felt that the priority for much of the downtown San Luis area should be intensive land usage, as is typical in urban downtown areas.

Conversely, it was felt that setting aside excessive property for onsite stormwater retention was not advantageous for the area. Therefore, recommended alternatives are those that require increased public storm drainage infrastructure and minimize onsite retention, as mentioned in Section 6.0 of the Plan. These recommendations include changes to existing City of San Luis stormwater management ordinances. After the adoption of the plan, staff will work on the proposed ordinance changes and present them to the City Council.

STAFF RECOMMENDATION:
The approval of the Downtown San Luis Master Drainage Plan supports the objective and intention of the San Luis 2040 General Plan and the Downtown Redevelopment Plan. Staff recommends approval and adoption of Order No. 2023-11 approving the Downtown San Luis Master Drainage Plan.

I MOVE TO APPROVE ORDER NO. 2023-11 APPROVING THE DOWNTOWN SAN LUIS MASTER DRAINAGE PLAN.
