Discussion and possible action on any and all matters pertaining to the purchase of replacement filtration media for Well Site #3, for the water Manganese Treatment System and accepting the quote from Pureflow Filtration Division. (Manuel Rojas, Assistance Public Works Director)
SUMMARY:
Staff, via in house sampling and monitoring, tracked a lack of performance of LayneOx filtration media. Staff sent the filtration media for testing. The current filtration media at Well Site #3 is exhausted and needs replacement. After obtaining the attached quotes from three (3) vendors, staff recommends the second lowest quote, Pureflow Filtration Division, a difference in bids of $584.05. Under the Purchasing Chapter of San Luis City Code, Section 36.01(D) the lowest responsive quote is to be awarded. Due to the lack of performance for the lowest quote, LayneOx, Pureflow, is not a responsive bid. Although staff followed the formal purchasing requirements under the Code, in an abundance of caution, staff requests that City Council waive formal purchasing procedures, as is allowed under San Luis City Code, Section 36.01(H).
RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO WAIVE FORMAL PURCHASE PROCEDURES AND ACCEPT THE QUOTE OF PUREFLOW FILTRATION DIVISION FOR FILTRATION MEDIA AS PRESENTED IN THE AMOUNT OF $20,490.00.

Manganese Filtration Media replacement at Well Site #3, is not a budgeted item for FY16, we are using 300-302-70025 Maintenance/Other funds to replace the exhausted filtration media. System is currently off line, non operational until the media is replaced.
