ITEM:

Discussion and possible action on any and all matters regarding the adoption of Resolution No. 1148.  A resolution of the Mayor and Council of the City of San Luis, Arizona, authorizing the City Manager to amend the Classification and 2006 Salary Plan of the City of San Luis; create certain positions; and make other personnel and departmental changes to include transfers within the organization, in preparation for fiscal year 2016-2017. SUMMARY:

The City had its annual budget workshop on April 15 and 16, 2016 and at that time, the proposed 2016-2017 budget showed a deficit of $8.4 million.  The attached resolution directs the City Manger to make the necessary changes in the proposed budget in order to balance the fiscal year 2016-2017 budget.

In anticipation of a significant reduction in City generated revenues, and to ensure that City expenses do not exceed revenues, this resolution authorizes the City Manager to amend the Classification and 2006 Salary Plan of the City; reduce or eliminate the accrual of overtime; eliminate all non-critical expenditures; with the exception of the Municipal Court, to transfer employees within the organization; and plan for potential layoffs and conversion of positions within the classified service in preparation for fiscal year 2016-2017.  
 

RECOMMENDATION / SUGGESTED MOTION:

 I MOVE TO APPROVE AND ADOPT RESOLUTION NO. 1148.
