ITEM:
Discussion and possible action on any and all matters regarding Subdivision Case No. 2025-0283F. A request by Vega and Vega Engineering PLC, on behalf of Von Verde Partners LLC, for the approval of Orchidea Park Phase 2 Final Plat. The property is located east of 24th Avenue and south of Orchidea Park Phase 1 Subdivision in San Luis, Arizona.

SUMMARY:
This is a request by Vega & Vega Engineering, PLC, on behalf of Von Verde Partners LLC, property owner, for the final plat approval of a residential subdivision to be called Orchidea Park Phase 2 Subdivision. The property is located east of 24th Avenue and south of Orchidea Park Phase 1 Subdivision. This subdivision will consist of approximately 110.27 acres and will contain 155 residential lots and include a larger 74.11 acre lot owned by Yuma Union High School District No. 70. This larger lot was included to this plat as per development agreement approved by Resolution No. 2350, to bring into compliance said parcel which was divided by deed and not a subdivision process approved by the City. The residential lots range in size from approximately 6,000 square feet to 13,693 square feet.
GENERAL PLAN:
In 2021, City Council approved Major Amendment Case No. 2021-0335 changing the land use designation of this property to Medium Density Residential (MDR). The proposed development is consistent with the existing land use designation.
ZONING:
On September 14, 2022, the subject property was rezoned to Medium Density Residential (R1-6) as part of the approval of Rezoning Case No. 2022-0336 and Ordinance No. 430. The property to the north is planned as Orchidea Park Phase 2 Subdivision and zoned Medium Density Residential (R1-6), the properties to the east are zoned Medium Density Residential (R1-6) and proposed to be future Orchidea Park phases. In the west there is vacant land owned by Yuma Union High School District No. 70 and zoned Medium Density Residential (R1-6).
STAFF RECOMMENDATION:
The applicant has provided the information and materials necessary for the review of the final plat for Orchidea Park Phase 2 Subdivision.
Staff recommends approval of Subdivision Case No. 2025-0283F with the following conditions:

Staff recommends approval of Subdivision Case No. 2025-0283F with the following conditions:
- Prior to to presenting this item to City Council, applicant must address comments from the Comment Letter prepared by the City of San Luis Development Services Department dated October 16, 2025, to the satisfaction of City of San Luis staff.
- Developer shall comply with development agreement approved by Resolution No. 2350.
RECOMMENDED MOTION:
I MOVE TO FORWARD SUBDIVISION CASE NO. 2025-0283F TO THE CITY COUNCIL WITH THE RECOMMENDATION OF APPROVAL WITH CONDITIONS AS PRESENTED BY STAFF.
