Discussion and possible action on any an all matters regarding waiver of the San Luis City Purchasing Code and approval to engage the services of Arizona Veterans Security LLC, to provide security for the 4th of July Celebration. (Jennifer Cisneros, Assistant Parks and Recreation Director)

SUMMARY:

Each year, the Parks and Recreation Department is responsible in providing our community with the best and safest Fourth of July event. We are currently negotiating and working with Arizona Veterans Security, LLC, to provide us with experienced security for the entire event as well as set up recommendations, security and emergency plan. Arizona Veterans Security, LLC. is a professional, long standing Security Company that was based in Somerton, Arizona, and now has offices in Phoenix, Arizona. Their prices are reasonable and comparable to other companies but they were the only one with years of experience in large music events.They also have the knowledge of our community and needs and most recently provided security for the Rock Fest in Quartzsite, Arizona. Therefore, we believe they are very capable and experienced in providing us with exceptional security for our Fourth of July Event. We would like to work with Arizona Veterans Security, LLC based on their qualifications, experience and recommendations given to us by the coordinating committee for the Rock Fest Event. For this reason and due to timing, staff did not request three verbal quotes under Section 36.01(C) of the San Luis Purchasing Code. Staff is requesting waiver of this purchasing code procedure. Waiver is permitted under Section 36.01 (H) of the Purchasing Code with the approval of City Council.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO WAIVE THE FORMAL PURCHASE PROCEDURES DUE TO THE NEED TO HAVE SECURITY FOR JULY 4, 2016 WITH EXPERIENCE IN LARGE MUSIC EVENTS AND APPROVE ENGAGING THE SERVICES OF ARIZONA VETERANS SECURITY, LLC FOR SECURITY FOR THE CITY'S JULY 4, 2016 EVENT IN AN AMOUNT NOT TO EXCEED $11,508.00 .
