Discussion and possible action on any and all matters regarding authorization to purchase three (3) new and equipped 2019 unmarked police Ford Ranger Crew Cab 4x4 XLT pick-up trucks using Fiscal Year 2019 Capital Projects budgeted funds. (Richard Jessup, Acting Chief of Police)
SUMMARY:
The San Luis Police Department is seeking approval for the purchase of three (3) new and equipped 2019 Ford Ranger Crew Cab 4x4 XLT pick-up trucks. These trucks would be additions to our police vehicle fleet. The funds for the purchase of these vehicles were approved as a Fiscal Year 2019 Capital Project to purchase three (3) unmarked and equipped police vehicles.
The pick-up trucks will be purchased through Alexander Ford of Yuma, which provided a vehicle quote lower than Peoria Ford which holds the Arizona State Contract # ADSPO17-166117 for police vehicle purchases. The pick-up trucks will be fully equipped by MHQ of New Mexico, located in Tempe Arizona which provided the lowest quote in comparison to Arizona Emergency Product (AEP) using Yavapai County contract #2018-346.
Within the budgeted amount, there are sufficient funds to purchase three (3) new and equipped 2019 Ford Ranger Crew Cab 4x4 pick-up trucks. Under San Luis City Code-Purchasing Section 36.09, the city may make purchases without formal bidding whenever other governments (State of Arizona and Yavapai County) have gone out to bid for the same item. The Police Department obtained quotes lower than the State Contract and the Yavapai County Contract.
Alexander Ford of Yuma provided an individual vehicle quote for a new 2019 Ford Ranger Crew Cab XLT 4x4 pick-up truck of $31,828.35. The total cost for three (3) Ford Ranger pick-up trucks is $95,485.05.
Peoria Ford provided a comparable quote for a new 2019 Ford Ranger Crew Cab XLT 4x4 pick-up truck of $32,039.35. The total cost for three (3) Ford Ranger pick-up trucks is $96,118.05.
Alexander Ford of Yuma was selected as the lowest vehicle quote.
MHQ of New Mexico provided an individual vehicle quote for equipping of a new 2019 Ford Ranger Crew Cab XLT 4x4 pickup truck of $4,476.43. The total cost for equipping three (3) Ford Ranger pick-up trucks is $13,429.29.
Arizona Emergency Products (AEP) provided an individual vehicle quote for equipping of a new 2019 Ford Ranger Crew Cab XLT 4x4 pickup truck of $4,599.34. The total cost for equipping three (3) Ford Ranger pick-up trucks is $13,798.02.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE THE PURCHASE OF THREE (3) NEW AND EQUIPPED 2019 UNMARKED POLICE FORD RANGER CREW CAB XLT PICK-UP TRUCKS IN THE AMOUNT OF $108,914.34 AND WAIVE FORMAL BIDDING AS IS ALLOWED UNDER SAN LUIS CITY CODE 36.01(H) BECAUSE THE COST IS LOWER THAN BID GOVERNMENT CONTRACTS FOR THE SAME ITEMS.
