Discussion and possible action on any and all matters regarding the acceptance of grant terms and conditions for the AZ CARES fund program and related budget adjustments for the fiscal year July 1, 2019, through June 30, 2020. (Monica Castro, Finance Director)
SUMMARY:
The purpose of the Az CARES grant is to distribute to local Arizona jurisdictions federal financial assistance from The U.S. Department of the Treasury’s Coronavirus Relief Fund (CRF), Catalog of Federal Domestic Assistance (CFDA) number 21.019, as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Through the grant the city of San Luis has been awarded $3,992,743 to provide relief to the City of San Luis during these difficult times.
The Grant Agreement ("Agreement") is between the City of San Luis ("Grantee") and the State of Arizona, acting through the Governor’s Office ("Grantor"). The Agreement commences when it is signed by both Parties. The Agreement project period is March 1, 2020 through December 30, 2020. The Agreement expires at the end of the award term.
The City Council already approved $2,640,179 of this grant money in the budget for the fiscal year ending June 30, 2021. However, the funds used in the fiscal year ending June 30, 2020, needs to be documented by Council increasing that year's budget and then approving the expenses for that year.
Staff recommends acceptance of the grant, approval of increase of the budget for the fiscal year ending June 30, 2020, and expenditure for the expenses incurred for the city to respond to the COVID-19 pandemic.

I MOVE TO APPROVE THE AZ CARES GRANT IN THE AMOUNT OF $3,992,743
AND
APPROVE AN INCREASE AND THE EXPENSES IN THE BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2020, BOTH IN THE AMOUNT OF $1,352,564.
