ITEM:

Discussion and possible action on any and all matters regarding Order No. 2021-6.  An order of the Mayor and City Council of the City of San Luis, Arizona declaring the Employee Benefits Plans a public record; approving the Employee Benefits Plans for the Fiscal Year 2021-2022 for administration by the San Luis Employee Benefits Trust; providing for repeal of conflicting actions of City Council; providing for severability; and establishing an effective date for the plans.  (Edgardo Carbajal, Acting Director of Human Resources)

SUMMARY:

The PowerPoint presentation from the Budget Retreat on April 16, 2021 (Budget Retreat presentation 2021), the Benefit Plan Documents, and Summary Plan Descriptions are attached.

Background
Consultant and Benefits Broker Susan Posada negotiated the Employee Benefits Plans for the 2021-2022 Fiscal Year.  
 
At the April 16, 2021, Budget Retreat of the City Council, Ms. Posada presented a summary of the plans. The presentation included a detailed PowerPoint advising the City Council of the benefits proposed for the employees' benefit plans, the costs involved and historical cost comparisons.
 
The amount allocated in the final budget for the benefits plan is $3,514,079.00
 
Recommendation of the Trust and Staff
The final plan went to the San Luis Employees Benefits Trust on March 10, 2021, and the Trustees approved plan changes that were presented to City Council on April 16, 2021, at the budget meeting.

Staff recommends approval of the employees' benefit plan to be administered by the San Luis Employee Benefits Trust and City
Staff for the Fiscal Year 2021 - 2022 and to make it effective on July 1, 2021.
