Discussion and possible action on any and all matters regarding obtaining authorization for processing vacation buy-back. (Adela Cortez, Director of Human Resources)
SUMMARY:
The City of San Luis comprehensive benefit package includes paid vacation leave as one of its essential components. It is highly encouraged that employees take vacation, as taking time away from the stresses of work and daily life can improve our physical and mental health, motivation, relationships, job performance and perspective.
Our current vacation benefit allows for a high number of accrual hours based on service. Some employees may not be able to utilize as many hours, and if they reach the cap, they won’t be able to accrue any more hours. For that reason, the City established a Vacation Buy-back Program, which allows employees to sell back to the City up to forty (40) hours of vacation that will not be used for other purposes per fiscal year. (see attached Program Guideline & Request Form)
This fiscal year’s budget did not include allocation for the Vacation Buy-back Program, but it was mentioned during the budget presentation that review of the budget would be performed at mid-year to assess availability of funds for this program. It has been determined, by our Finance Department, that there is budget availability to buy back up to 40 hours of vacation from each eligible employee. Thus, we are here tonight seeking authorization to process vacation buy back as outlined in the program.
If authorized, the processing can be done during the month of April and employees can expect a check by April 21, 2023.

I MOVE TO AUTHORIZE PROCESSING OF THE VACATION BUY-BACK AS OUTLINED IN THE VACATION BUY BACK PROGRAM.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
Fiscal impact includes vacation hours plus ERE related expenses. Due to vacancies in the various department we experienced in this fiscal year there is budget capacity to cover the vacation buy back for eligible employees. No budget transfers are needed.
