ITEM:

Discussion and possible action on any and all matters regarding Resolution No. 2301.  A Resolution of the Mayor and City Council of the City of San Luis, Arizona, amending section HR-4-03(A) of the City of San Luis Personnel Policies relating to Native American Heritage Day holiday observance the day after Thanksgiving; repealing conflicting provisions; and providing for severability.  (Jenny Torres, Acting City Manager)

SUMMARY:

On September 13, 2023, the City Council passed Resolution No. 2242 regarding holidays. On the topic of the Native American Heritage Holiday, Resolution No. 2242 says it falls on the fourth (4th) Friday in November. It was thought that since Thanksgiving is the fourth (4th) Thursday of the month, the fourth (4th) Friday would always follow Thanksgiving.  However, in 2024, the day following Thanksgiving is the fifth (5th) Friday of the month. 

This item changes the Native American Holiday to the day following Thanksgiving since that was the intention of Resolution No. 2242.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE AND ADOPT RESOLUTION NO. 2301.

There is no change in the number of holidays. The City budgeted for 12 holidays in FY 2024, so there is no impact on the budget. This resolution merely changes when the Native American Heritage Day holiday is observed from the 4th Friday to the day after Thanksgiving.
