Discussion and possible action on any and all matters regarding the engagement of engineering services from PACE Advance Water Engineering, for the design of the West Wastewater Treatment Plant Expansion. (Eulogio Vera, Director of Public Works)
SUMMARY:
Background
The City of San Luis is in need of expanding its West Wastewater Treatment Plant facility to increase its treatment capacity from 1.5 million gallons per day to 3.0 million gallons per day. Said improvements also provide an opportunity to address other limitations at the facility and lack of redundancy in critical areas.
The department of Public Works conducted a formal Request for Qualifications (RFQ) process from which two Statements of Qualifications (SOQ) were received. The firms that submitted an SOQ were PACE, Advanced Water Engineering and Kimly-Horn. A selection committee reviewed both statements of qualifications and scored both documents, resulting in PACE being the highest qualified firm during this process. PACE was issued a letter/notice of selection and entered negotiations with City staff to formalize the scope of work and compensation for this project.

The Public Works Department and its Wastewater Division are seeking approval to engage PACE, Advanced Water Engineering for engineering services in the design, construction phase and post-construction phase of the West Wastewater Treatment Plant Expansion in the amount of $2,004,638.00 as authorized under A.R.S. 34-603 Procurement of Professional Services and construction-manager-at-risk, design-build and job-order-contracting construction services. This is also authorized under City Code Section 3.05.080 - Professional Services.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO ACCEPT AND AWARD THE SUCCESSFUL STATEMENT OF QUALIFICATIONS TO PACIFIC ADVANCED CIVIL ENGINEERING, INC. (PACE), AND APPROVE THE CONTRACT FOR THE WEST WASTEWATER TREATMENT PLANT EXPANSION DESIGN PROJECT IN THE AMOUNT OF $2,004,638.00 AS PRESENTED.

The department of Public Works has a FY24 budget of $1,000,000.00 for this project. These funds are currently allocated under the ARPA fund account #255-021-90052.228.
The department request for FY25 is $6,000,000.00, which will cover a portion of the design, pre-construction services of contractor and the initial stage of the construction phase.
