Discussion and possible action on any and all matters regarding the purchase of water line pipes, valves, and fittings for the utility improvements for Cesar Chavez Boulevard Project. (Jorge Perez, Assistant Director of Public Works)

SUMMARY:

The design of the Cesar Chavez Blvd. is currently in progress and approaching 60% design completion. Unfortunately, the road expansion project does not include utility relocation nor provides underground work for water and sewer. Public Works has been working with a local consultant on producing design plans for water and sewer system relocations, new service tappings, water and sewer line extensions for future development (to eliminate cuts on a brand-new road in the future), as well as sanitary sewer manhole rehabilitations (where needed). Plans are near completion, but they are still being worked on, which prevents us from hiring contractors to perform the work. In an effort to utilize available funds from the current fiscal year, the Department of Public Works solicited quotes from local vendors for 12" water line pipes, 12" valves, and appurtenances.  

Public Works is seeking council approval to purchase materials from Ferguson Waterworks for $273,372.96, waive formal purchasing procedures as authorized under the City of San Luis, City Code, Section 3.05.010 (F) Procedures Waived, for the good cause presented, and approve a transfer of budget authority in the amount of $280,000.00 from the wastewater account to the water account under the same project. 

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE THE PURCHASE OF MATERIALS FROM FERGUSON WATERWORKS IN THE AMOUNT OF $273,372.96, TO WAIVE FORMAL PURCHASING PROCEDURES FOR THE REASONS PRESENTED AND THE TRANSFER OF BUDGET AUTHORITY AS PRESENTED IN THE FISCAL IMPACT OF THIS ITEM.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):

There is existing funding on the wastewater fund for this project in the amount of $560,000.00. Due to the design not being ready at this point, the City cannot order Sanitary Sewer Manholes, which will be ordered during fiscal year 2025.
At this time, Public Works is seeking a budget transfer in the amount of $280,000.00 from the wastewater account #310-311-90015 to the water account #300-302-90015 to cover this expense.
