Discussion and possible action on any an all matters regarding a contract to James Davey and Associates, Inc. to provide construction administration and inspection services associated with the construction of the 1st Avenue and 4th Avenue intersections and Juan Sanchez Boulevard Roadway Improvements Phase I. (Eulogio Vera, Public Works Director)
SUMMARY:
The City recently completed the design of Phase I of the 1st Avenue and 4th Avenue intersections and Juan Sanchez Boulevard Roadway Improvements Project and has recently awarded the construction contract to DPE Construction. James Davey and Associates (JDA) in the past has undertaken and successfully completed several Construction Administration Contracts with the City and is about to start one for the Lakin Street Improvements Project. Taking advantage that JDA will be in town doing inspections for a different project, we would like to recommend issuing the 1st Avenue and 4th Avenue intersections and Juan Sanchez Boulevard Roadway Improvements Construction Administration Contract as a more economical option due to the travel time savings. Cost proposal and proposed contract is attached.
JDA is on the qualified list of City Engineers that City Council recently accepted. Under the San Luis City Code Purchasing Chapter Section 36.08, engineering services do not have to go out to bid. Since the estimated amount of the contract is $17,800.00, over $15,000.00, it does have to be approved by City Council, under the same Section of the City Code.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE JDA FOR THE CONTRACT ADMINISTRATION OF THE 1ST AVENUE AND 4TH AVENUE INTERSECTIONS AND JUAN SANCHEZ BOULEVARD ROADWAY IMPROVEMENTS PROJECT AND AUTHORIZE THE APPROPRIATE CITY OFFICIALS TO EXECUTE THE CONTRACT AND TAKE ALL NECESSARY STEPS TO IMPLEMENT THE CONTRACT AS PRESENTED.
