ITEM:

Discussion and possible action on any and all matters regarding the City of San Luis procuring slurry seal application services from American Pavement Preservation / APP–Cactus Joint Venture for the application of Type II slurry seal as part of the Fiscal Year 2027 Pavement Preservation Program. (Manuel Hernandez, Assistant Director of Public Works)

SUMMARY:

In continuation of the annual pavement preservation program, Public Works is requesting Mayor and Council approval to continue the City’s Pavement Preservation Program with a Fall 2026 Type II slurry seal application on existing asphalt streets. This year Public Works will apply slurry seal material to approximately 166,000 square yards of Type II latex-modified slurry seal at $2.10 per square yard, in an amount not to exceed $350,000.00. This material and work seals and protects the pavement surface, extends street life, and improves ride quality at a fraction of the cost of reconstruction.

Public Works intends to piggyback on the City of Yuma’s cooperative agreement/contract with APP–Cactus Joint Venture (RFQ-24-350). That agreement includes a cooperative purchasing provision and has been extended through September 4, 2029. Using Yuma’s contract complies with A.R.S. § 41-2632 and San Luis Purchasing Code Section 3.05.090. A second full bid for the same work would add cost and delay without a better expected result.

The proposal includes traffic control, no-parking notices, and protection of manholes and water valves. Payment will be based on measured quantities at the unit price, not to exceed the amount authorized by Mayor and Council. Public Works respectfully requests Mayor and Council approval to accept slurry seal application services from American Pavement Preservation / APP–Cactus Joint Venture in an amount not to exceed $350,000.00 for the Fiscal Year 2027 Pavement Preservation Program.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO ACCEPT SLURRY SEAL APPLICATION SERVICES FROM AMERICAN PAVEMENT PRESERVATION IN THE AMOUNT OF $350,000.00 FOR THE FISCAL YEAR 2027 PAVEMENT PRESERVATION PROGRAM.
