SUMMARY:
Background
Since 2008, the City of San Luis has been a member of the Yuma Regional Communications System (YRCS). YRCS was formed in 2005 through an Inter-Governmental Agreement (IGA) between the City of Yuma and the Yuma County Sheriff’s Office for the procurement/lease, maintenance, operation and use of a 800/700 Megahertz Trunked Radio System and started providing operable and interoperable radio communications between various public safety agencies within Yuma County. The IGA allowed for other cities to participate on the system as members. In 2011, the IGA was modified to include the oversight and management of the Yuma County 911 Program and to create a Regional Public Safety Computer Aided Dispatch/Records/Jail Management Data System (CAD/RMS/Jail) under YRCS. The City of San Luis Fire and Police Departments went live on the Regional CAD/RMS/Jail data system in August 2013 allowing for information sharing between all YRCS member agencies, increasing First Responder Safety, mobile field reporting, mobile messaging, automatic vehicle location, and multi-jurisdictional record keeping.
The Software
The San Luis Police Department (SLPD) is one of the YRCS member agencies in south Yuma County that has decided to purchase the Tyler Technologies Brazos e-Citation Software solution for the department. The solution will replace our existing APS Ticketing standalone solution that does not interface into the Regional CAD/RMS/Jail used by our police department. Rather than officers writing citations by hand which then requires re-entry into CAD/RMS/Jail, this software provides the officers a beginning to end electronic citation solution. Brazos provides officers the ability to enter citation information directly into their existing handheld electronic devices currently in the SLPD inventory. This information is then automatically uploaded into the court's records system as well as the CAD/RMS/Jail data system used by Police.The benefits of SLPD having this e-Citation solution are reduction of time officers spend during their traffic stops making them more available, increase of safety to the officers out in the field, elimination of double data entry into the CAD/RMS/Jail allowing records personnel more time for other tasks, reduction of data entry errors and reduction of total cost of processing citations.
Funding and Purchase of the Software
SLPD will be using its Yuma County Anti-Racketeering Fund with a total investment in software, setup, training and installation cost of $29,912.00. After the first year of use there will be an annual recurring fee of $5,220.00 that the department will be budgeting each fiscal year on its Software Support account 100-181-70040.
The IGA allows a member of YRCS to leverage any existing contracts in place for the purchase of software, hardware and services for any of the three lines of business it supports. SLPD will be purchasing the software through an amendment for these new services to the existing City of Yuma and Tyler Technologies contract for a CAD/RMS/Jail Public Safety Data System dated June 2010 using City of San Luis Purchasing Code Section 36.09, Cooperative Purchasing.
