Information

Title:

Review Current Legislative Priorities

Purpose/Background:

The purpose of this case is to review the current Legislative Platform for the City of Ramsey. This case is to review the existing document and to provide initial feedback on current priorities along with any desired additions/deletions. Thi will allow Staff to get a head start on the 2021 Legislative Session. Area representatives will be invited to a meeting in January to review our priorities.

It is expected that Highway 10 will continue to be Ramsey's top legislative priority for the Minnesota Legislature and the Federal Congress.

Observations/Alternatives:

The City was fairly successful in the 2020 Legislative Session.
  • $8.4M for Highway 10 Improvements
  • Adjustments to Fire Relief Association pertaining to dissolution of Joint Powers Agreement (JPA) with City of Nowthen
Two items have been held over after being introduced in the 2020 Legislative Session, with hopes of approval in 2021 as part of a larger Tax Bill.
  • Extend Project Deadline (5 Year Rule) for Tax Increment Financing (TIF) District 14 (The COR)
  • Sales Tax Exemption for Public Works Campus
Other options for future legislation include:
  • Sales Tax Exemption for the Water Treatment Facility
  • State Funding for Water Treatment Plant

Recommendation:

Based on discussion.

Action:

No action requested at this time. The purpose of this case is to confirm current legislative priorities and check for any missing priorities/remove any outdated priorities. A case will be brought forward in January to adopt the platform and review with area representatives.
