Title
Adopt Resolution #20-309 Extending Towing Services Agreement with Northstar Towing Services
Purpose/Background:
In 2017 the City put out a request for proposals for the towing services agreement. In July of 2017, the City selected North Star Towing and entered into a contract with them. This contract ended on June 30, 2020.
The Police Department has been satisfied with the level of service provided by North Star Towing. They have a prompt response time, reliable equipment, a wide range of trucks to handle any size tow, adequate area to store impounded vehicles, and provide good customer service. Their employees are well trained, which enables them to quickly remove vehicles that are blocking traffic; allowing the motoring public to continue on their way, and letting emergency services clear the scene quickly for other calls for help.
Captain Brad Bluml contacted the owner of North Star Towing, Judy Rolow, who indicated they would be happy to extend the existing contract with the City of Ramsey for another 3-5 years. Judy indicated the rates would be the same as the 2017 proposal and agreement.

Observations/Alternatives:
- The City Council may direct staff to go out for a new request for proposals (RFPs)
- The City Council may direct staff to formally extend the contract in length by 3 to 5 years (Section 4.5 of Ramsey Purchasing Policy, which is attached)
Recommendation:
During the current Covid-19 pandemic and civil unrest, going out for RFP would be an additional strain on Police Department Staff. Due to staff being highly satisfied with the current services, staff recommends the City Council formally extend the contract for five (5) years.
Action:
Motion to adopt Resolution #20-309 extending te contract with Northstar Towing until December 31, 2025 and authorize the Mayor and City Administrator to execute all necessary documents to execute the extension, contingent on approval by the City Attorney as to legal form.
