Title

Adopt Resolution #21-285 Adding 156th Lane NW to 2021 Additional Pavement Overlay Improvements, Improvement Project #21-12.

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #21-285 adding the segment of 156th Lane NW from 200 feet west of Yakima Street to Juniper Ridge Drive to the 2021 Additional Pavement Overlay Improvements, Improvement Project #21-12.
 
Background:
When the City’s contractor for the 2021 Additional Pavement Overlay Improvements began curb repairs along the existing pavement sections in Wildlife Sanctuary 2nd and 3rd Additions they discovered that the pavement in Wildlife Sanctuary 2nd Addition is only 2-inches thick instead of 3.5-inches thick as identified in the final plans. When pavement sections are only 2-inches thick a mill and overlay is not a good option as the remaining pavement section will not bear the weight of the construction equipment and would break apart. Therefore, the Contractor recommends milling the entire pavement section and replacing it with 2.5 inches of new pavement. Staff supports this recommendation.
 
When milling the 2-inch thick pavement, the Contractor must mill half an inch of the underlying aggregate base with it to make sure they remove all of the pavement.  This will result in aggregate base material being mixed in with the pavement millings, which will prevent the Contractor from being able to collect milling credits when recycling the material due to the presence of the aggregate base within the millings. As such, the Contractor will lose $8,500 due to this changed condition. And by milling down the aggregate base, the contractor must also bring in additional equipment before paving the base. These costs are estimated to cost $20,513.70.  
 
The City therefore has the option of approving a Change Order in the amount of $20,513.70, or approving additional mill and overlay work on 156th Lane NW in the amount of $28,927.91 so the contractor can complete enough other work to recover their lost mill credits. Staff recommends the second option as this would at least allow an additional street segment to receive mill and overlay improvements for a nominal increase in project cost.  
 
Staff has identified a section of 156th Lane NW that is in immediate need of mill and overlay improvements and immediately abuts one of the existing project areas.  This segment of 156th Lane is situated 200 feet west of Yakima Street to Juniper Ridge Drive, which measures approximately 1,070 linear feet. The Contractor provided the City with the attached quote of $28,927.91 to complete this work. Staff recommends approving the additional mill and overlay work on 156th Lane NW to improve this street segment, which includes repairing 2 catch basins at the low point in 156th Lane that are in severe disrepair. One of the residents that lives on this segment of 156th Lane has also requested that the City mill and overlay this street segment at this time.

Observations/Alternatives:

Motion to adopt Resolution #21-285 adding the segment of 156th Lane NW from 200 feet west of Yakima Street to Juniper Ridge Drive to the 2021 Additional Pavement Overlay Improvements, Improvement Project #21-12 at an estimated cost of $28,927.91. 
 

Funding Source:

Funding sources for the added improvements includes a mix of Pavement Management Funds, and Stormwater Utility Funds in the following amounts.
 
  • Pavement Management Funds           $28,574.05
  • Stormwater Utility Funds                   $     353.86
  • Total Project Costs                           $28,927.91

Recommendation:

Staff recommends adopting Resolution #21-285 adding the segment of 156th Lane NW from 200 feet west of Yakima Street to Juniper Ridge Drive to the 2021 Additional Pavement Overlay Improvements, Improvement Project #21-12 at an estimated cost of $28,927.91.
