Consider Award of Contract for Engineering Services for City Improvement Project #14-24, Center Street Improvements – Sunwood Drive to East Ramsey Parkway
Purpose/Background:
Purpose:
The purpose of this case it to request Council approval to award a contract for engineering services for completing the final design and preparing plans and specifications for constructing the proposed Center Street segment between Sunwood Drive and East Ramsey Parkway in the fall of 2014.
Background:
The proposed Center Street construction will accomplish an important north-south connection in the center of The COR. The connection/corridor will provide important automobile and pedestrian connectivity to the Northstar transit station, the Municipal Plaza, and Bunker Lake Boulevard. The project will also provide benefit to the Ramsey Town Center 8th, 9th, and 10th Addition residential housing developments, as well as to the Seasons of Ramsey residential development. Attached is a project site map showing the location and alignment of proposed Center Street.
The Center Street improvements are proposed to convert the existing gravel drive connecting Sunwood Drive and East Ramsey Parkway across from the Municipal Center plaza area to a paved street. The newly constructed segment of Center Street is proposed to be approximately 800 feet in length and will include designated on-street parking stalls on both sides of the street. The proposed street section between Sunwood Drive and the existing pump house will be permanent construction with concrete curb and gutter, bituminous pavement and storm sewer. The proposed street section north of the pump house will be constructed as a temporary section including bituminous pavement and curbing to provide a paved street while preserving future development opportunities for the adjacent parcels. Concrete sidewalk is proposed to be constructed along the east side of Center Street while a regional bituminous trail is proposed to be constructed on the west side. Segments of trunk utilities and utility services are also proposed to be constructed with the project. The configuration of adjacent streets to the east and west will be determined as the abutting parcels develop.
In December of 2012, the City was successfully awarded a Transit Oriented Development (TOD) grant from the Metropolitan Council's Livable Communities Program. This grant program was made available for certain areas surrounding transit opportunities throughout the metropolitan area. The City received a grant for the design, engineering, and partial construction of Center Street within The COR development area in an amount not to exceed $650,369. On May 14th, 2013 the City accepted the grant and executed a Grant Agreement with the Metropolitan Council. Attached is a copy of the executed Grant Agreement. This agreement includes project milestone dates.
Attached is a copy of the Request for Proposals (RFP) for Engineering Services that was submitted to the 6 consulting firms in the City’s approved engineering consultant pool on May 23rd. Per the RFP, the selected consultant will be responsible for completing the final design and preparing plans and specifications for constructing proposed Center Street between Sunwood Drive and East Ramsey Parkway in the fall of 2014 to meet the conditions of the Grant Agreement which states that all engineering design and construction work must be completed by April 30th, 2015. In addition, the selected consultant will also be responsible for coordinating the design with small utilities, obtaining all required permits, preparing final cost estimates and construction documents, managing the bid letting process, providing a letter of recommendation for award of a construction contract, and performing construction staking.
To help speed the design up and to reduce engineering costs, City staff previously ordered the Geotechnical Evaluation Report and will provide it to the selected consultant to assist in final design. City staff is also collecting the required field topography data and will provide it to the selected consultant to assist in their final design and construction staking efforts. City staff will also inspect construction, and will be primarily responsible for construction administration/management duties during the project, with minor assistance from the selected consultant as needed.
No right-of-way or easement acquisitions will be required for this project as all right-of-way and easements in the project area are currently owned by either the City of Ramsey or the Housing and Redevelopment Authority.

It was originally anticipated that City staff would design the project in 2013, and that construction would occur in 2014. However, this schedule was ultimately not achievable due to delays encountered with the Riverdale Drive Extension/Reconstruction project which required more staff time that expected and prevented staff from working on the design for this project. As such, the attached RFP was prepared and submitted to the 6 consulting firms in the City’s approved engineering consultant pool.
Staff received a total of three (3) engineering services proposals in response to the RFP. The three proposals were evaluated based on the following evaluation factors:
Based on these criteria, Staff scored Hakanson Anderson’s proposal the highest, followed by WSB and Associates, then Bolton & Menk’s. While staff feels that any one of these 3 firms has the ability to complete the work as requested, Staff believes Hakanson Anderson’s proposal shows that they have the greatest level of project understanding, not only in terms of design but also of the required deliverables, and that Hakanson Anderson’s proposed fee also provides the greatest value when compared against their proposed staff hours for this project.
The proposed not-to-exceed fees identified in the three proposals received are as follows:
While Bolton & Menk’s proposed fees are by far the lowest, Staff believes their proposed hours and fees will not be adequate to complete the required work and would therefore need to be increased as the project progressed. Staff also believes the proposed staff hours and fess provided by the other two firms more closely align with the anticipated staff hours and fees required to complete the requested work. As such, Staff would not recommend awarding the contract to Bolton & Menk based on their current proposal.
Alternatives:
Alternative #1 – Motion to authorize Award of Contract to Hakanson Anderson in a not-to-exceed amount of $55,945 for engineering services related to City Improvement Project #14-24, Center Street Improvements – Sunwood Drive to East Ramsey Parkway.
Alternative #2 – Motion to authorize Award of Contract to ________________ in a not-to-exceed amount of $___________ for engineering services related to City Improvement Project #14-24, Center Street Improvements – Sunwood Drive to East Ramsey Parkway.
Alternative #3 – Motion to deny Award of Contract for Engineering Services for City Improvement Project #14-24 at this time. This is not a preferred alternative by Staff as this would delay project delivery causing the City to miss an opportunity to provide an important roadway connection in The COR utilizing awarded TOD grant funds up to $650,369.

Funding Source:
Funding for the required engineering services will be provided entirely by the TOD grant awarded from the Metropolitan Council. There is no local matching requirement. This project is included in the current (2014 – 2018) CIP with grants and aids identified as the funding source. Attached are the current CIP sheets related to this project.
Recommendation:
Staff recommends awarding a contract to Hakanson Anderson in a not-to-exceed amount of $55,945 for engineering services related to City Improvement Project #14-24, Center Street Improvements – Sunwood Drive to East Ramsey Parkway.
